# DAP and MAP: Regulation

Rock in few hands, inputs through Hormuz

Source page: https://www.materialinsights.org/chemicals/dap_map/regulation/

What this tab covers How it is regulated and what could disrupt supply: hazard classification, rules in the EU, US and India, anti-dumping duties and other trade measures, and supply-risk notes.

#### Hazards

| Classification | UN number | Key risks |
|---|---|---|
| generally not classified as hazardous; some suppliers list eye irritation | not regulated | Decomposes when heated, releasing ammonia; contains cadmium, fluorine and traces of uranium from rock. |

#### Main rules

| Where | Rule | Effect |
|---|---|---|
| **EU** | Fertilising Products Regulation 2019/1009: cadmium limit 60 mg/kg P2O5; CBAM covers fertilisers from 2026 | favours low-cadmium rock and adds carbon cost to imports |
| **EU** | Tariffs on Russian and Belarusian fertilisers from July 2025, rising each year to 2028 | pushes EU buyers to Morocco and others (indicative) |
| **US** | Countervailing duties on Moroccan and Russian phosphate fertilisers (2021); some suspended in June 2026 | kept US DAP prices above world levels |

#### India

| Rule | Effect |
|---|---|
| **Fertiliser (Control) Order 1985: DAP 18-46-0, MAP 11-52-0 grades** | sets nutrient and quality specs |
| **Nutrient Based Subsidy (since 2010), seasonal rates per kg of N and P2O5** | caps farm prices; government carries import price risk |
| **Long-term supply agreements with Morocco, Saudi Arabia and others (2025)** | secures volume, not price |

#### Trade measures

- China export licensing and quotas for phosphate fertilisers since late 2021
- US countervailing duties on Moroccan and Russian DAP/MAP (partly suspended June 2026)
- EU tariffs on Russian fertilisers from July 2025 and CBAM from 2026

#### Supply risk

High. China and Morocco dominate rock and DAP exports, sulphur and ammonia pass through Hormuz, and India has almost no domestic rock. Phosphate rock is on the EU and US critical lists.
