# Battery electrolytes: Regulation

How an EU PFAS ban could force new battery recipes

Source page: https://www.materialinsights.org/chemicals/electrolytes/regulation/

What this tab covers How it is regulated and what could disrupt supply: hazard classification, rules in the EU, US and India, anti-dumping duties and other trade measures, and supply-risk notes.

#### Hazards

| Classification | UN number | Key risks |
|---|---|---|
| LiPF6: acute toxicity, skin corrosion cat 1, reacts with water to HF; solvents: flammable liquids cat 2-3 (indicative) | electrolyte typically shipped under class 3 flammable liquid entries; LiPF6 under class 8 (indicative) | HF release on contact with moisture; flammability; thermal runaway fuel in cells. |

#### Main rules

| Where | Rule | Effect |
|---|---|---|
| **EU** | REACH; universal PFAS restriction proposal (ECHA, 2023) covers fluorinated additives and PVDF binder but not LiPF6 or LiFSI, which have no C-F bonds (indicative) | may push reformulation of additives |
| **China** | Fluorspar mining quotas and safety closures; Decision No. 58 (Oct 2025) did not list electrolytes (as summarised by SMM) | salt supply tied to fluorspar policy |
| **US** | Foreign-entity rules for battery credits (indicative) | encourages non-Chinese supply |

#### India

| Rule | Effect |
|---|---|
| **MSIHC Rules 1989 (HF, flammable solvents)** | hazardous chemical licensing for salt and blending plants |
| **PLI ACC domestic value addition (25% in two years, 60% in five)** | local electrolyte counts towards DVA; only 1.4 GWh of about 40 GWh awarded had been commissioned by Oct 2025 and no incentive had been paid (IEEFA, Jan 2026) |

#### Trade measures

- No major duties on electrolytes found; Chinese fluorspar export curbs affect salt cost

#### Supply risk

China supplies about 93% of electrolyte and over 90% of LiPF6, and controls most fluorspar. Fluorspar is on the EU and US critical lists; lithium is on India's.
