# Epoxy resins: Regulation

Sensitisation, a carcinogenic feedstock and food-contact bans

Source page: https://www.materialinsights.org/chemicals/epoxy/regulation/

What this tab covers How it is regulated and what could disrupt supply: hazard classification, rules in the EU, US and India, anti-dumping duties and other trade measures, and supply-risk notes.

#### Hazards

| Classification | UN number | Key risks |
|---|---|---|
| LER: skin irritant cat 2, eye irritant cat 2, skin sensitiser cat 1, aquatic chronic cat 2 (indicative). ECH: carcinogen cat 1B, acute toxicity | UN3082 (resin); UN2023 (ECH) | Skin sensitisation among applicators; ECH is a carcinogen handled at resin plants; residual BPA can migrate from can linings. |

#### Main rules

| Where | Rule | Effect |
|---|---|---|
| **EU** | Ban on BPA in food-contact materials (adopted December 2024, phased in) | Can and coil coatings switch to BPA-free polyesters and acrylics (BPA tile) |
| **EU** | Definitive anti-dumping duty on epoxy from China, Taiwan and Thailand, Regulation (EU) 2025/1505, in force 29 July 2025 to 2030 | Higher landed cost; Korea investigation terminated |
| **US** | AD and CVD orders on China, India, Korea, Taiwan and Thailand (May 2025) | China AD 354.99% and CVD 547.76%; India Atul AD 12.69% and CVD 10.66%; Aditya Birla Thailand AD 5.25% |

#### India

| Rule | Effect |
|---|---|
| **DGTR anti-dumping duty on liquid epoxy resins from China, Korea, Saudi Arabia, Taiwan and Thailand, $37-483/t for five years (November 2025)** | Supports Aditya Birla and Atul; applies also to goods routed through third countries |
| **MSIHC Rules 1989 cover epichlorohydrin storage and handling (indicative)** | Site safety reporting |

#### Trade measures

- US AD/CVD orders (May 2025)
- EU anti-dumping duty (July 2025)
- India anti-dumping duty (November 2025)

#### Supply risk

Capacity is concentrated in China and East Asia, and BPA for Indian producers is all imported. Duties now fragment the market. Epoxy is not on critical lists, but it is an input to wind blades and electronics, which are.
