# Organic pigments: Regulation

How toy, food and ink rules set pigment purity

Source page: https://www.materialinsights.org/chemicals/pigments/regulation/

What this tab covers How it is regulated and what could disrupt supply: hazard classification, rules in the EU, US and India, anti-dumping duties and other trade measures, and supply-risk notes.

#### Hazards

| Classification | UN number | Key risks |
|---|---|---|
| mostly not classified; some diarylides may contain trace PCBs; dust hazards (indicative) | not regulated | Dust explosions in finishing; heavy-metal and solvent effluent; trace impurities (PCBs, aromatic amines) in some azo grades. |

#### Main rules

| Where | Rule | Effect |
|---|---|---|
| **EU** | REACH; restrictions on lead chromate pigments; cosmetics colourant list | favours organic replacements (indicative) |
| **US** | TSCA PCB limits for inadvertent PCBs in pigments; FDA colour additive rules for food and cosmetics | testing for diarylide yellows (indicative) |
| **Toy and packaging rules** | EN 71-3, food contact and Swiss Ordinance for inks | purity specifications |

#### India

| Rule | Effect |
|---|---|
| **DGTR anti-dumping duty on arylides from China: 24.79%, 26.64% and 44.90% of CIF; continuation recommended 12 Oct 2026; existing duty extended to 13 Jan 2027** | protects Indian arylide makers; raises costs for azo pigment makers that import |
| **Anti-dumping duty on mica-based pearl industrial pigments from China, extended to 25 Feb 2027** | protects Indian effect pigment makers (Sudarshan) |
| **Environment (Protection) Rules effluent standards for dye and pigment units (indicative)** | compliance cost |

#### Trade measures

- India ADD on arylides and pearl pigments from China
- US tariffs on Indian chemical exports (cut from 50% to 18% in early 2026, Galaxy Surfactants call)

#### Supply risk

China holds about 70% of capacity and much of the intermediate chain, so buyers outside China value Indian and European supply; Heubach's European plants reduce dependence on Chinese supply chains (Arihant).
