# Polypropylene: Regulation

Recycled content for food tubs and new cars

Source page: https://www.materialinsights.org/chemicals/polypropylene/regulation/

What this tab covers How it is regulated and what could disrupt supply: hazard classification, rules in the EU, US and India, anti-dumping duties and other trade measures, and supply-risk notes.

#### Hazards

| Classification | UN number | Key risks |
|---|---|---|
| not classified as hazardous | none | Combustible; dust explosions in handling; pellet and microfibre release. |

#### Main rules

| Where | Rule | Effect |
|---|---|---|
| **EU** | Packaging and Packaging Waste Regulation (EU) 2025/40 | Recycled-content targets from 2030, including 10% for contact-sensitive non-PET packaging such as PP food tubs (indicative). |
| **EU** | End-of-Life Vehicles regulation proposal (2023) | Proposes recycled plastic content in new cars, much of it PP (indicative). |
| **EU and US** | Food-contact rules for recycled plastics | Few approved processes for food-grade rPP, limiting closed-loop recycling (indicative). |
| **Global** | UN plastics treaty negotiations | No agreed treaty text as of 2025 (indicative). |

#### India

| Rule | Effect |
|---|---|
| **Plastic Waste Management Rules 2016, EPR Guidelines 2022 and PWM (Amendment) Rules 2026** | Recycled-content and recycling targets on producers, importers and brand owners; tradable EPR certificates on the CPCB portal; FY2025-26 shortfalls may be carried forward three years. |
| **Single-use plastics ban (1 July 2022)** | Bans identified items such as plastic cutlery, plates, cups, straws, ear-bud sticks and polystyrene (thermocol) decoration; carry bags thinner than 120 microns banned from Dec 2022 (indicative, MoEFCC notification 2021). |
| **Jute Packaging Materials (Compulsory Use in Packing Commodities) Act 1987 orders** | Reserves part of foodgrain and sugar packing for jute, limiting PP woven sacks in those uses (indicative). |

#### Trade measures

- China's tariffs on US propane (34% then 125% then 10% in Apr-May 2025) disrupted PDH-PP economics (propylene tile)
- US tariffs of 19-20% on Southeast Asian goods (Argus 2026)
- No current Indian anti-dumping duty on PP confirmed in sources reviewed
- 2026 Hormuz disruption

#### Supply risk

Global capacity is ample, but India's PP imports depend on Gulf supply through Hormuz. PP is not on critical lists.
