# Styrene-butadiene rubber: Regulation

Tyre labels, oil limits and Indian duties

Source page: https://www.materialinsights.org/chemicals/sbr/regulation/

What this tab covers How it is regulated and what could disrupt supply: hazard classification, rules in the EU, US and India, anti-dumping duties and other trade measures, and supply-risk notes.

#### Hazards

| Classification | UN number | Key risks |
|---|---|---|
| not classified as a polymer; residual styrene and butadiene (carcinogen category 1A) limited | not regulated | Butadiene handling at plants carries fire, explosion and carcinogen risks; fire in bale storage. |

#### Main rules

| Where | Rule | Effect |
|---|---|---|
| **EU** | Tyre Labelling Regulation (EU) 2020/740 | Rewards low rolling resistance, favouring SSBR and silica |
| **EU** | REACH Annex XVII entry 50 PAH limits in extender oils | Forced switch from aromatic oils to TDAE in oil-extended SBR |
| **EU** | Euro 7 (Regulation (EU) 2024/1257) tyre abrasion limits to follow | Will regulate tyre wear particles |
| **US** | EPA NESHAP for polymers and resins; butadiene exposure limits (OSHA) | Plant emission controls |

#### India

| Rule | Effect |
|---|---|
| **DGTR final findings, 20 March 2026: anti-dumping duties recommended on ESBR from EU, Japan, Korea, Russia and Thailand** | Raises import parity by $51-319/t once notified by the finance ministry (notification not confirmed in sources reached) |
| **BIS star labelling for tyres (rolling resistance, wet grip; indicative)** | Could raise SSBR demand |
| **Hazardous and Other Wastes Rules: end-of-life tyre EPR (2022)** | Tyre makers must ensure recycling of waste tyres |

#### Trade measures

- India ESBR anti-dumping duties recommended March 2026
- EU sanctions on Russian goods affect Sibur's European sales (indicative)

#### Supply risk

Moderate. Many producers, but tied to butadiene, a by-product of naphtha cracking. Natural rubber offers partial substitution.
