What this tab covers Who makes it and how much: world capacity and output, utilisation, the top producing countries and companies globally and in India, concentration, new capacity coming, and each region's position.

| Measure | Figure | Detail | Source |
|---|---|---|---|
| **World capacity** | 9.9 Mt (2025e) | China 6.0 Mt, US 1.36 Mt, Mexico 0.35 Mt, Germany 0.339 Mt, Japan 0.322 Mt, Australia 0.26 Mt, Saudi Arabia 0.2 Mt, UK 0.165 Mt, Ukraine 0.122 Mt, Canada 0.108 Mt, India 0.091 Mt, Russia 0.055 Mt, other 0.54 Mt. | USGS MCS 2026 |
| **World output** | about 7.8 Mt (2025, indicative); China 4.72 Mt; US 1.0 Mt | USGS does not publish world output. LB Group produced 1.28 Mt on 1.51 Mt capacity in 2025. | USGS MCS 2026; SunSirs (2025); LB Group 2025 via titanium tile |
| **Capacity utilisation** | about 79% world (indicative); China about 79% (4.72 of 6.0 Mt); LB Group about 85% | Tronox idled Fuzhou and cut Stallingborough rates in 2025 and closed Fuzhou in January 2026. | Derived from USGS and SunSirs; Tronox Q3 2025; European Coatings (2026) |
| **Concentration** | China 61% of capacity; top 3 (China, US, Mexico) 78% (2025) | Shares of the 9.9 Mt capacity. LB Group alone holds about 15% of world capacity (1.51 Mt). Chemours, Tronox and Kronos are the largest Western producers. | USGS MCS 2026 (derived); LB Group 2025 |
| **New capacity** | net capacity falling outside China; restarts under new owners | Tioxide (LB Group) restarted Greatham, UK in Aug 2026 with full 150 kt/yr by early 2027 and plans a second line; Indorama bought Venator Huelva; ICIG took Duisburg. Tronox closed Botlek (90 kt, 2025) and Fuzhou (Jan 2026). | The Chemical Engineer (Aug 2026); European Coatings (2026); MarketMinute (2026) |

#### Largest producers: global

| Company | Country | Volume | Year | Source |
|---|---|---|---|---|
| **LB Group (Lomon Billions)** Bought Venator's Greatham (UK) site, restarted Aug 2026 | China | 1.51 Mt capacity (1.28 Mt output) | 2025 | LB Group 2025 via titanium tile |
| **Chemours (Ti-Pure)** Chloride plants in the US and Mexico; sold former Taiwan site for $360 million | US | not published | 2025 | [not published in sources used](https://www.chemours.com/) |

#### Largest producers: India

| Company | Country | Volume | Year | Source |
|---|---|---|---|---|
| **Kerala Minerals and Metals (KMML)** State-owned chloride-route producer at Chavara; petitioner in DGTR case | India | not published | 2025 | [India Sea Trade News (2025)](https://indiaseatradenews.com/india-imposes-add-on-imports-of-titanium-dioxide-from-china/) |
| **Travancore Titanium Products** Sulphate route; sulphate rutile capacity cited by users at about 3,500-4,000 t | India | not published | 2025 | [India Sea Trade News (2025); ChemAnalyst (2026)](https://indiaseatradenews.com/india-imposes-add-on-imports-of-titanium-dioxide-from-china/) |
| **VV Titanium Pigments** Thoothukudi, Tamil Nadu; petitioner | India | not published | 2025 | [India Sea Trade News (2025)](https://indiaseatradenews.com/india-imposes-add-on-imports-of-titanium-dioxide-from-china/) |
| **Kilburn Chemicals** Sulphate anatase producer (indicative) | India | not published | 2025 | not published in sources used |

India has 91 kt of pigment capacity (USGS 2025) against demand of roughly 400-500 kt (indicative; India imported 441 kt of pigment in 2024, UN Comtrade), so it imports most of its TiO2, 57% from China in the DGTR investigation period. It has large ilmenite reserves on the Kerala, Tamil Nadu and Odisha coasts but little pigment capacity.

#### Position by region

| Region | Position |
|---|---|
| **US** | Net exporter: produced 1.0 Mt, exported 330 kt and imported 230 kt in 2025; tariff 5.5-6% (USGS). |
| **EU** | Definitive anti-dumping duties on Chinese TiO2 from early 2025; several plants closed or sold after Venator's insolvency. |
| **India** | About 91 kt capacity, heavy import reliance on China; anti-dumping duty of $460-681/t on China re-imposed for five years in October 2026. |
| **China** | 61% of capacity; exports face duties in the EU, India, Brazil, Saudi Arabia and the UK; high sulphur prices squeezed sulphate plants in 2026. |
| **Japan** | 0.322 Mt capacity (Ishihara Sangyo, Tayca, Sakai). |
| **Middle East** | Tronox's Saudi plant (0.2 Mt national capacity) benefits from Saudi duties. |
