# Beef: Criticality

Widely produced, but exports lean on a few countries

What this tab covers How exposed economies are to a supply disruption: the EU, US and India listings, the concentration score, and a quantified exposure for the US, EU, India, China, Japan, Latin America, the Middle East and Australia. Where the EU scored it, a chart of supply risk against economic importance, with import reliance, recycling input and substitutes.

#### Exposure by region

| Region | Exposure | Share of world output | Share of world imports | Share of world exports | Net trade (US$) | Self-sufficiency | On own critical list | Position |
|---|---|---|---|---|---|---|---|---|
| **US** | Medium | 17.6% | 14.8% | 13.0% | −$221.2 m | 86% | No | Largest producer of cattle meat in 2024 (17.6%, FAOSTAT), though USDA puts Brazil slightly ahead in 2026 (20.2% against 18.8% of beef and veal, USDA PSD); a big importer (14.8% of frozen import value) as well as exporter (13.0%), with its herd at a multi-decade low (UN Comtrade). |
| **EU** | Low | 9.5% | 7.3% | 8.1% | +$511.1 m | 102% | No | About self-sufficient (6.34 Mt produced, 102% of use, in 2026, USDA PSD) and not among the top six frozen beef traders in 2024; its deforestation rules from 30 December 2026 will cover imported beef (UN Comtrade). |
| **India** | Low | 0.0% | 0.0% | 9.7% | +$3.50 bn | 163% | No | Produces 4.57 Mt of buffalo meat (FAOSTAT 2024) and exported $5.1 billion of it in FY2026, mainly to Southeast Asia and the Middle East, while eating little beef at home (APEDA data). |
| **China** | High | 10.1% | 39.1% | 0.0% | −$12.9 bn | 66% | No | Third-largest producer (10.0% of world output) and by far the largest importer, 39.1% of world frozen import value in 2024 (FAOSTAT; UN Comtrade). |
| **Japan** | High | 0.7% | 4.7% | 0.6% | −$1.34 bn | 42% | No | Net importer, 4.7% of world frozen beef import value in 2024 (UN Comtrade). |
| **Latin America** | Low | 28.0% | 3.0% | 43.4% | +$14.6 bn | 138% | no list | Brazil is the largest exporter (28.0% of frozen export value in 2024) and Argentina sixth (5.7%); Mexico produces 3.2% of world output (UN Comtrade; FAOSTAT). |
| **Middle East** | High | 1.0% | 5.7% | 0.1% | −$1.86 bn | 21% | no list | Net importer producing about a fifth of its use (0.59 Mt of imports in 2026, USDA PSD); Egypt took 2.8% of world frozen beef imports by value in 2024, and the region relies on halal supply from India, Brazil and Australia (UN Comtrade). |
| **Australia** | Low | 3.7% | 0.0% | 16.2% | +$5.82 bn | 433% | No | Second-largest exporter with 16.2% of frozen export value in 2024, from a herd that rose to 30.4 million head (UN Comtrade; FAOSTAT). |

Exposure rating: **High** when the region is a net importer whose import share is at least three times its share of world output (or, for farm goods, it produces under 70% of what it consumes); **Medium** for other net importers (or 70-95% self-sufficiency), raised to High when world supply is highly concentrated in another country; **Low** for net exporters or self-sufficient regions. Net importer status uses tonnage where reported, otherwise value. Output: FAOSTAT, 2024. Trade: UN Comtrade 2024 (EU = sum of member states, including intra-EU trade). Self-sufficiency: USDA PSD 2026. Critical lists: US 2025, EU 2024/1252, India 2023, China 2016 strategic minerals, Japan METI, Australia 2024.

Beef is not on the EU, US or Indian critical raw materials lists, which cover industrial inputs. Its risks concern food, land and climate. Production is widely spread (HHI 719), but export supply leans on a few countries, so drought in Australia or disease in Brazil moves world prices. Importers face sanitary suspensions and political trade disputes. Beef needs far more feed and land per kilogram than poultry or pork, which makes it the meat most exposed to climate policy and pasture drought.
EU 2023 Not assessed US 2025 list No India 2023 list No Production HHI 719 unconcentrated
