# Hafnium: Criticality

How riding on zirconium puts hafnium on three critical lists

Source page: https://www.materialinsights.org/commodities/hafnium/criticality/

What this tab covers How exposed economies are to a supply disruption: the EU, US and India listings, the concentration score, and a quantified exposure for the US, EU, India, China, Japan, Latin America, the Middle East and Australia. Where the EU scored it, a chart of supply risk against economic importance, with import reliance, recycling input and substitutes.

#### Exposure by region

| Region | Exposure | Share of world output | Share of world imports | Share of world exports | Net trade (US$) | On own critical list | Position |
|---|---|---|---|---|---|---|---|
| **US** | n/a | – | – | – | – | Yes | Makes hafnium in Oregon and Utah (44% of world processing, EU CRM 2023) but imported 72 t and exported 15 t of unwrought metal in 2025; hafnium is on the 2025 US critical list (USGS 2026). |
| **EU** | n/a | – | – | – | – | Yes | France is the largest producer (49% of world processing) and the EU is a net exporter, yet hafnium is on the EU critical list with 0% end-of-life recycling (EU CRM 2023). |
| **India** | n/a | – | – | – | – | Yes | No published hafnium output despite zircon mining and nuclear zirconium production; on India's 2023 critical list. |
| **China** | n/a | – | – | – | – | No | About 5% of processing (EU CRM 2023) but a leading exporter of unwrought hafnium, now under dual-use export controls (USGS 2026; Argus 2025). |
| **Japan** | n/a | – | – | – | – | Yes | No reported production; a consumer for electronics and superalloys (EU CRM 2023 lists no Japanese supply). |
| **Latin America** | n/a | – | – | – | – | no list | No production reported (EU CRM 2023; USGS 2026). |
| **Middle East** | n/a | – | – | – | – | no list | No production reported (EU CRM 2023; USGS 2026). |
| **Australia** | n/a | – | – | – | – | Yes | No current output, but the largest zircon reserves and a hafnium-bearing project at Dubbo (Australian Strategic Materials) (USGS 2026; Reuters 2023). |

Exposure rating: **High** when the region is a net importer whose import share is at least three times its share of world output (or, for farm goods, it produces under 70% of what it consumes); **Medium** for other net importers (or 70-95% self-sufficiency), raised to High when world supply is highly concentrated in another country; **Low** for net exporters or self-sufficient regions. Net importer status uses tonnage where reported, otherwise value. Output: n/a. Trade: UN Comtrade (EU = sum of member states, including intra-EU trade). Critical lists: US 2025, EU 2024/1252, India 2023, China 2016 strategic minerals, Japan METI, Australia 2024.

Hafnium is critical for the EU, with supply risk 1.5 and economic importance 4.3, though not rated strategic. It is also on the US 2025 and India 2023 lists. Its risk comes from companionality: supply depends on nuclear zirconium output and a few separation plants. The share of criticality studies naming hafnium rose from 50% overall to 75% after 2014 (Hayes & McCullough, pdf p. 6). Substitutes exist in places. Boron or cadmium-silver-indium alloys work in control rods, and zirconium in some superalloys.

#### EU 2023 assessment

Chart: EU 2023 criticality: supply risk against economic importance
Each dot is a material assessed by the EU in 2023. The shaded corner is the critical zone (supply risk ≥ 1.0, economic importance ≥ 2.8). Hafnium: supply risk 1.5, economic importance 4.3. EU import reliance, processing 0% EU recycling input rate 0%

#### Substitutes

Boron or cadmium-silver-indium alloys in nuclear control rods; zirconium in certain superalloys
