What this tab covers How exposed economies are to a supply disruption: the EU, US and India listings, the concentration score, and a quantified exposure for the US, EU, India, China, Japan, Latin America, the Middle East and Australia. Where the EU scored it, a chart of supply risk against economic importance, with import reliance, recycling input and substitutes.

#### Exposure by region

| Region | Exposure | Share of world output | Share of world imports | Share of world exports | Net trade (US$) | Self-sufficiency | On own critical list | Position |
|---|---|---|---|---|---|---|---|---|
| **US** | High | 4.4% | 31.6% | 1.4% | −$330.9 m | 46% | No | Net importer: imports of 71 million bushels in 2025/26 exceeded its 70 million bushel crop (WASDE), and it took 31.6% of world import value in 2024. |
| **EU** | Low | 34.6% | 37.4% | 39.4% | +$6.10 m | 101% | No | Largest producing bloc (8.92 Mt in 2025/26, USDA) and broadly self-sufficient; Finland (13.8% of export value) and Sweden export while Germany imports (15.6% of import value, 2024). |
| **India** | High | 0.0% | 1.2% | 0.1% | −$12.3 m | 0% | No | No grain production recorded; imports about 75 kt a year (USDA) for breakfast foods; oats are grown as green fodder. |
| **China** | High | 2.4% | 13.7% | 0.0% | −$149.9 m | 50% | No | Importer of 0.9 Mt in 2025/26 (USDA) and 13.7% of world import value in 2024, mostly from Australia and Canada. |
| **Japan** | High | 0.0% | 2.1% | 0.0% | −$22.7 m | 2% | No | Small importer for food and feed; it is not among the top six importers by value in 2024 (Comtrade). |
| **Latin America** | Medium | 10.1% | 5.9% | 0.7% | −$57.3 m | 91% | no list | Brazil (1.29 Mt) and Argentina (1.26 Mt) grow oats for feed in 2025/26 (USDA); Mexico imports 0.15 Mt. |
| **Middle East** | Low | 0.0% | 0.6% | 0.0% | −$6.03 m | – | no list | Minor importer; Turkey imported 78 kt in 2025/26 (USDA). |
| **Australia** | Low | 5.9% | 0.0% | 11.7% | +$122.8 m | 190% | No | Exporter: 1.70 Mt crop and 0.78 Mt exports in 2025/26 (USDA); 11.7% of world export value in 2024. |

Exposure rating: **High** when the region is a net importer whose import share is at least three times its share of world output (or, for farm goods, it produces under 70% of what it consumes); **Medium** for other net importers (or 70-95% self-sufficiency), raised to High when world supply is highly concentrated in another country; **Low** for net exporters or self-sufficient regions. Net importer status uses tonnage where reported, otherwise value. Output: FAOSTAT, 2024. Trade: UN Comtrade 2024 (EU = sum of member states, including intra-EU trade). Self-sufficiency: USDA PSD 2026/27. Critical lists: US 2025, EU 2024/1252, India 2023, China 2016 strategic minerals, Japan METI, Australia 2024.

Oats are not on any critical minerals list and are a minor staple in food security terms. Their main risk is climate: heat and drought in western Canada or Finland can cut supply for millers. Dependence on one exporter, Canada, concentrates risk for US food firms. Oats are partly substitutable with barley and maize for feed, but not for oatmeal or oat drinks. Their importance has shifted from fuelling horses to supplying health foods and a plant-based dairy alternative.
