# Sand & gravel: Cycles

Steady rises, not booms, driven by roads and housing

What this tab covers Price history and what drives booms and busts, including this commodity's super-cycles, the drivers behind them and the metrics to track. It charts monthly prices (World Bank) with a switch to inflation-adjusted annual prices; where there is no World Bank series it uses USGS US prices.

Price moves are steady rather than cyclical. The US average unit value rose every year, from $10.52 per tonne in 2021 to about $14.50 in 2025, a 38% increase. Volumes follow construction, highway budgets, housing starts and weather. In 2025, US highway construction spending in the first eight months was 25% lower than a year earlier, and output dipped. USGS expects prices to keep rising faster near cities, as local shortages and fuel costs add to delivered prices. Federal highway funding under the 2021 infrastructure law expires at the end of FY2026.

#### US price, US average unit value, construction sand and gravel
 2021 10.5 2022 11.3 2023 12.5 2024 13.9 2025 14.5 dollars per metric ton. USGS MCS 2026; 2025 is an estimate.

#### Super-cycles in sand & gravel

Sand and gravel have no super-cycle in price. They are local, cheap and abundant, and prices drift up with costs, fuel and the growing distance to new pits. Volumes, not prices, swing with construction. The long-run story is enormous growth: Krausmann et al. (2017) find world material extraction rose ten-fold from 7 Gt in 1900 to 78 Gt in 2010, with sand and gravel the largest flow into stocks. Scarcity is local: river sand bans, zoning and illegal mining raise prices in fast-growing regions such as India and Southeast Asia.

1. 1900-2010

Urbanisation and road building made sand and gravel the largest material flow on earth; China's per-capita stocks rose from 35 t to 136 t between 1990 and 2010.

No long-run world price series; volume of sand and gravel into stocks reached 28.6 Gt a year by 2010 (Krausmann et al. 2017)

2. 2021-2025

Post-Covid inflation, fuel and labour costs and US infrastructure funding lifted prices while volumes fell slightly.

US average value rose from $10.52/t (2021) to $14.50/t (2025), +38%, while output fell from 939 Mt to 870 Mt (USGS MCS 2026)

3. 2024-2026

India tightened river sand rules and states pushed M-sand; Rajasthan's 2024 policy sets mandatory M-sand shares in public works.

Coal India overburden sand earned about Rs 578/m3 at WCL (derived, 2023); Rajasthan targets 30 Mt a year of M-sand by 2028-29 (IMPRI)

#### What drives the cycle

- **Construction spending.** Housing starts, infrastructure budgets and data-centre and factory projects drive volumes (USGS).
- **Permitting and land use.** Zoning near cities sterilises deposits and pushes pits further away, raising delivered cost (USGS).
- **Fuel and haulage costs.** Trucking is a large part of delivered price, so diesel prices matter.
- **River-sand bans and enforcement.** Bans in India and Southeast Asia shift demand to M-sand and imports.

#### Metrics to track

| Metric | Why it matters | Where to track it |
|---|---|---|
| **US quarterly sand and gravel shipments** | Direct volume indicator | USGS Mineral Industry Surveys (quarterly) |
| **Aggregates price per ton at listed producers** | Pricing power and cost trends | Vulcan and Martin Marietta quarterly results |
| **US highway construction spending** | Road base and asphalt demand | US Census Bureau construction spending (monthly) |
| **India cement production** | Proxy for concrete and sand demand | Office of the Economic Adviser core sector index (monthly) |
| **State M-sand auctions and output** | Shift from river sand | State mines departments (e.g. Rajasthan DMG) |
