# Pepper & spices: Criticality

From merchant treasure to a modest modern market

What this tab covers How exposed economies are to a supply disruption: the EU, US and India listings, the concentration score, and a quantified exposure for the US, EU, India, China, Japan, Latin America, the Middle East and Australia. Where the EU scored it, a chart of supply risk against economic importance, with import reliance, recycling input and substitutes.

#### Exposure by region

| Region | Exposure | Share of world output | Share of world imports | Share of world exports | Net trade (US$) | On own critical list | Position |
|---|---|---|---|---|---|---|---|
| **US** | High | 0.0% | 23.4% | 1.7% | −$1.07 bn | No | Largest importer of pepper and capsicum (23.4% of world HS 0904 import value in 2024) with almost no production (UN Comtrade). |
| **EU** | High | 0.0% | 21.8% | 17.3% | −$243.8 m | No | Net importer: Germany (5.5%) and Spain (4.5%) are large importers, while Spain re-exports paprika and blends (7.2% of export value) (UN Comtrade 2024). |
| **India** | Low | 13.5% | 5.6% | 29.3% | +$1.13 bn | No | Largest spice producer and exporter ($4.45 billion in 2024-25), and also an importer of 5.6% of world HS 0904 value for processing and re-export (PIB; UN Comtrade 2024). |
| **China** | Low | 3.7% | 11.2% | 19.7% | +$390.9 m | No | Both a large exporter (19.7%, mainly chilli and paprika) and a large importer (11.2%) of HS 0904 (UN Comtrade 2024). |
| **Japan** | High | 0.0% | 3.1% | 0.0% | −$151.7 m | No | Importer with 3.1% of world HS 0904 import value in 2024 and no significant production (UN Comtrade). |
| **Latin America** | Low | 15.3% | 3.9% | 13.7% | +$469.9 m | no list | Brazil is the third-largest pepper grower (13.4% of output, 2024) and Guatemala the largest cardamom grower; Mexico and Peru export capsicum (FAOSTAT; UN Comtrade). |
| **Middle East** | Medium | 7.0% | 1.8% | 0.0% | −$87.1 m | no list | Gulf states are the main buyers of cardamom and import pepper; Saudi Arabia took 1.3% of HS 0904 import value in 2024 (UN Comtrade). |
| **Australia** | High | 0.0% | 1.2% | 0.0% | −$61.4 m | No | Small importer with 1.2% of world HS 0904 import value in 2024 (UN Comtrade). |

Exposure rating: **High** when the region is a net importer whose import share is at least three times its share of world output (or, for farm goods, it produces under 70% of what it consumes); **Medium** for other net importers (or 70-95% self-sufficiency), raised to High when world supply is highly concentrated in another country; **Low** for net exporters or self-sufficient regions. Net importer status uses tonnage where reported, otherwise value. Output: FAOSTAT, 2024. Trade: UN Comtrade 2024 (EU = sum of member states, including intra-EU trade). Critical lists: US 2025, EU 2024/1252, India 2023, China 2016 strategic minerals, Japan METI, Australia 2024.

Pepper is on neither the US 2025 nor the India 2023 critical list, and it is not a staple, so shortages mean higher prices rather than hunger. Historically it mattered far more: Morgan places spices among the luxuries that sustained early long-distance merchants. Today the exposures are local. Radetzki and Wårell show spices made up 66% of the Comoros' exports in 2013-2017, a stark monoeconomy. Buyers worry about quality and safety, since contamination and adulteration lead to rejected cargoes. Climate stress in the Central Highlands threatens Vietnam's dominance.
EU 2023 Not assessed US 2025 list No India 2023 list No Production HHI 1,378 unconcentrated
