# Tobacco: Extraction

Why growers snap off the flowers

What this tab covers How it is mined, drilled or grown, and processed into a tradeable form: the main methods compared, their unit economics, by-products, and the companies that do this work globally and in India.

Tobacco is an annual crop, sown in seedbeds and transplanted to fields. It grows in a wide range of climates, from southern China to Malawi and southern Brazil. Growers break off the flower head to push growth into the leaves, then pick leaves as they ripen. Curing defines the type: flue-cured Virginia is dried with heated air, burley is air-cured in barns, and oriental leaf is sun-cured. Flue-curing burns wood or coal, which has driven deforestation in southern Africa. Leaf merchants then thresh, redry and pack the leaf for ageing.

Tobacco is an annual crop grown in a wide range of climates. The main routes differ by curing type and by how leaf is sold. Flue-cured Virginia (FCV), the main cigarette leaf, needs barns with heat; burley is air-cured; oriental and bidi tobaccos are sun-cured. Selling systems split into open auctions (India's Tobacco Board platforms, Zimbabwe's auction floors), integrated contract farming where merchants supply inputs and buy the crop (Brazil, much of Africa), and state monopoly procurement (China). Governments regulate area or crop size in several countries, and taxation shapes demand.

#### Methods compared

| Method | Share of supply | Typical scale | Recovery / efficiency | By-products | Unit cost |
|---|---|---|---|---|---|
| **Flue-cured Virginia under regulated auctions (India: Andhra Pradesh and Karnataka)** | India 12.0% of world output in 2024 (FAOSTAT); FCV crop size authorised at 142 million kg in Andhra Pradesh and 100 million kg in Karnataka for 2025-26 | Andhra Pradesh output was estimated at nearly 240 million kg in 2025-26 against the 142 million kg authorised; a cap of 81 million kg is proposed for 2026-27 (a 43% cut) | India yield 1.76 t/ha of cured leaf in 2024 (FAOSTAT) | stalks; tobacco dust and stems | Andhra Pradesh average auction price Rs 219.50/kg in mid-2026 (maximum Rs 250/kg) against over Rs 360/kg the previous season (Telangana Today); cost of production not found in sources used |
| **Auction and contract floors in Zimbabwe and Malawi** | Zimbabwe 3.9% of world output in 2024 (FAOSTAT) but 10.4% of world export value | Zimbabwe sold a record 358.4 million kg by 18 August 2026, against 354 million kg in 2025 | Zimbabwe yield 1.74 t/ha in 2024 (FAOSTAT) | n/a | Zimbabwe average grower price $2.49/kg in 2026, down about 25% from $3.32/kg in 2025; export price $5.73/kg (TIMB and Cabinet data via EquityAxis) |
| **Integrated contract farming (Brazil, Indonesia and others)** | Brazil 10.5% of world output in 2024 (FAOSTAT) and the largest exporter, 21.8% of world export value | Brazil harvested 332 thousand ha in 2024 (FAOSTAT); it shipped 561,000 t in 2025, but first-half 2026 exports fell 15.9% to 173,600 t (Tobacco Insider) | Brazil yield 1.92 t/ha in 2024 (FAOSTAT) | n/a | n/a |
| **State monopoly production (China)** | China 37.3% of world output in 2024 (FAOSTAT) | 1.03 million ha in 2024 (FAOSTAT) | 2.20 t/ha in 2024 (FAOSTAT) | n/a | n/a |

#### How each method works
**Flue-cured Virginia under regulated auctions (India: Andhra Pradesh and Karnataka)**

Growers register barns with the Tobacco Board, which authorises a crop size for each season and region. Cured leaf is graded and sold in bales on Board-run electronic auction platforms to ITC, exporters and merchants. When farmers grow more than the authorised size, the surplus depresses prices and the Board may penalise unauthorised sales.

Transparent price discovery and export-quality leaf, but surplus crops crash prices, and cigarette tax rises in 2026 (GST from 28% to 40% plus higher excise) weaken demand.
Telangana Today, July 2026; Global Agriculture, 11 August 2026; FAOSTAT 2024 **Auction and contract floors in Zimbabwe and Malawi**

Growers deliver bales to open auction floors or to contract floors, where merchants who financed seed, fertiliser and other inputs buy the crop at graded prices. The Tobacco Industry and Marketing Board (TIMB) registers growers, licenses buyers and publishes daily sales in Zimbabwe. Most leaf is then threshed, redried and exported.

Huge rural income source, but flue-curing with wood drives deforestation and prices swing with world supply.
EquityAxis, August 2026, citing TIMB; FAOSTAT 2024 **Integrated contract farming (Brazil, Indonesia and others)**

Leaf merchants and manufacturers contract family farmers, supply seed, fertiliser and technical advice, and buy the whole crop at grade prices negotiated with grower associations. Farmers repay input credit from the crop. Southern Brazil's three states are the core of this model, which gives buyers traceability and consistent quality.

Stable quality and traceability, but growers depend on a few buyers for prices.
FAOSTAT 2024; Tobacco Insider, September 2026 **State monopoly production (China)**

China National Tobacco Corporation sets planting quotas by province, buys all leaf from farmers at state-set prices and manufactures nearly all cigarettes sold in China. Little leaf is exported, and imports of flue-cured and burley leaf fill quality gaps in blends. The monopoly's stock and import decisions are not published in detail.

Stable planned supply, but China's stocks and import decisions are opaque to the market.
FAOSTAT 2024 Unit economics are indicative ranges from the sources named; costs vary widely by deposit, region and year.

#### Who does it: India

| Company | Country | Activity | Volume | Year | Source |
|---|---|---|---|---|---|
| **Tobacco Board** | India | regulator; runs FCV auction platforms; fixes crop size | 242 million kg FCV crop size authorised (Andhra Pradesh 142, Karnataka 100) | 2025-26 | [Global Agriculture, 11 August 2026; Telangana Today, July 2026](https://www.global-agriculture.com/tag/tobacco-cultivation/) |
| **ITC** Cigarette and leaf volumes not published | India | largest cigarette maker and leaf buyer/exporter | not published | FY2026 | not available |
| **Godfrey Phillips India** Volume not found in sources checked | India | cigarettes (PMI's Indian partner) | not published | FY2026 | not available |
| **VST Industries** Volume not found in sources checked | India | cigarettes and leaf | not published | FY2026 | not available |

India is the second-largest producer (12.0% of world output in 2024) and second-largest exporter by value (10.8%). FCV leaf for cigarettes and export is regulated by the Tobacco Board, while much of the crop is non-FCV leaf for bidis and chewing tobacco. A surplus 2025-26 crop and 2026 tax increases pushed Andhra Pradesh prices down sharply.
