# Tobacco: Stocks

Why leaf is aged for a year before use

#### Recycling

No recycling applies. There is no official world stocks series: manufacturers and merchants hold packed leaf for one to two years of ageing, and TIMB cited higher carry-over stocks as a reason for lower 2026 prices. India has no public stockholding; the Tobacco Board controls supply by fixing FCV crop sizes (242 million kg authorised for 2025-26, with an 81 million kg cap proposed for Andhra Pradesh in 2026-27) and by running the auctions.

Tobacco has no reserves, but it stores well. Cured, redried leaf is packed in cartons and usually aged for a year or more before blending, so manufacturers and merchants hold large inventories. Those stocks cushion a bad harvest in any one country. China's monopoly holds big leaf stocks that can damp its import needs. Supply can also adjust within a season, because farmers replant every year. The binding constraints are contracts, curing capacity and farmers' willingness to keep growing a crop facing falling Western demand.
