# Nuclear fuel transport: Geopolitics and regulation

Russian uranium bans, storage fights and missing HALEU packages

Source page: https://www.materialinsights.org/energy/e_nuclear_transport/geopolitics/

What this tab covers Political and regulatory forces that help (tailwinds) or hinder (headwinds) this way of moving energy, dated.

Sanctions on Russian uranium, gaps in packages for new fuels, and the lack of US storage sites shape nuclear transport more than safety rules do.

#### Tailwinds
**US rail system certified** June 2024

Atlas railcar cleared for spent-fuel service after ten years of work^[3](https://world-nuclear-news.org/articles/doe-designed-railcar-cleared-for-use)
**Interim storage licence upheld** June 2025

US Supreme Court ruled 6 to 3 that Texas could not challenge the NRC licence for the Andrews County site^[4](https://world-nuclear-news.org/articles/us-supreme-court-rules-on-interim-storage-facility-case)
**Updated international rules** December 2025

IAEA published the 2025 edition of SSR-6, replacing the 2018 edition, with transitional periods for existing package designs^[6](https://www.wnti.co.uk/news/ssr-6-rev-2-regulations-for-the-safe-transport-of-radioactive-material/)
**LEU+ packages in production** May 2025

Orano began serial production of 30B-10 cylinders^[5](https://world-nuclear-news.org/articles/orano-begins-production-of-leu-transport-cylinders)
**First HALEU fuel package licensed** December 2023

NRC certified NAC's Optimus-L for HALEU TRISO fuel, the first high-capacity package of its kind^[11](https://world-nuclear-news.org/articles/nrc-approves-haleu-transport-package)

#### Headwinds
**US ban on Russian uranium** 2024

Import ban from August 2024 to end of 2040; waivers end 1 January 2028. Russia supplied 27% of US enrichment services in 2023^[8](https://world-nuclear-news.org/articles/russia-places-ban-on-us-uranium-exports)
**Russian counter-ban** November 2024

Russia restricted enriched uranium exports to US buyers, with one-off licences possible^[8](https://world-nuclear-news.org/articles/russia-places-ban-on-us-uranium-exports)
**State opposition to storage** 2022 to 2025

Texas 2022 law bans high-level waste storage away from reactor sites; US law needs amending for interim storage^[3](https://world-nuclear-news.org/articles/doe-designed-railcar-cleared-for-use)^[4](https://world-nuclear-news.org/articles/us-supreme-court-rules-on-interim-storage-facility-case)
**Shipment denials** Ongoing (2015 study)

Carriers and ports sometimes refuse radioactive cargo; Euratom flagged this as a security-of-supply risk^[1](https://world-nuclear.org/information-library/nuclear-fuel-cycle/transport-of-nuclear-materials/transport-of-radioactive-materials)
**No HALEU UF6 packages yet** 2025

Transport of uranium hexafluoride enriched to 20% is not commercially available^[5](https://world-nuclear-news.org/articles/orano-begins-production-of-leu-transport-cylinders)

Radioactive material is Class 7 dangerous goods under UN rules, and the IAEA regulations (in place since 1961) are copied into national law and into the road, rail, sea and air codes, so the technical rules are almost uniform worldwide.

The politics sits elsewhere: which country enriches the fuel, whether routes cross sanctioning states, and whether any community will accept spent fuel. Plutonium consignments also carry special physical protection measures.
