# Waste-heat power (steam Rankine): Engineering and integration

How a power plant bolts onto a working cement kiln

What this tab covers Engineering and operating integration: how tightly it is coupled to the host process, how steady the waste stream is, and how hard it is to retrofit.

Cement WHR runs in parallel with the kiln and can be bypassed; HRSGs are an integral part of combined-cycle plants. Kilns run most of the year, so units clock 6,000 or more hours, but tie-ins must wait for kiln shutdowns.

#### Process interdependence (coupling risk)
Favourable

In a cement plant the WHR boilers sit in the gas path alongside the existing gas conditioning tower and cooler vent, with dampers that send gas around the boiler if the steam side trips. A WHR failure therefore costs electricity, not clinker, though a poorly designed boiler can add pressure drop that the kiln fan must overcome. In a combined-cycle plant the HRSG is part of the main plant; some designs add a bypass stack so the gas turbine can run alone. On engine plants, a steam bottoming cycle is an add-on whose outage only loses the extra output.^[2](https://www.greenbusinesscentre.com/doc/resources/publicationsbl/23.pdf)^[7](https://www.powermag.com/wrtsils-latest-combustion-engine-offers-new-options-for-intermediate-capacity)

#### Load factor and intermittency
Favourable

Kilns run continuously apart from planned stops, which suits steam turbines. The CNBM Huaikan South unit averaged 11,219 kW from 13 MW installed and generated 79.29 GWh a year, about 6,100 full-load hours (calculated). Output falls whenever the kiln slows or stops, and the cooler stream fluctuates with clinker flow by about plus or minus 20 C. Combined-cycle plants that cycle daily lose some efficiency during warm-up; GE quotes a 7HA.02 hot restart in 10 minutes for the gas turbine, with the steam side following.^[2](https://www.greenbusinesscentre.com/doc/resources/publicationsbl/23.pdf)^[3](https://gccassociation.org/2050-net-zero-roadmap-one-year-on/action-progress-case-study-cnbm/)^[5](https://www.gevernova.com/gas-power/products/gas-turbines/7ha)

#### Footprint and retrofit complexity
Mixed

A cement WHR plant needs space for boilers near the preheater tower and cooler, a turbine hall and a cooling system, and the final duct tie-ins must be made during a kiln shutdown. CSE (2026) puts Indian WHR capex at Rs 8-16 crore per MW, and Triveni Turbines quoted about Rs 8-10 crore per MW in 2021 (company view); back in 2009 CII gave Rs 7-8 crore against about Rs 4 crore for captive coal power, which slowed early uptake. Engine plant upgrades are more modular: Wartsila sells Flexicycle as a retrofit to existing engine plants. DOE gives steam Rankine sizes from 50 kW to several hundred MW.^[1](https://betterbuildingssolutioncenter.energy.gov/sites/default/files/attachments/Waste_Heat_to_Power_Fact_Sheet.pdf)^[2](https://www.greenbusinesscentre.com/doc/resources/publicationsbl/23.pdf)^[6](https://wartsila.com/services-catalogue/engine-services-4-stroke/wartsila-flexicycle-upgrade)^[15](https://www.cseindia.org/content/downloadreports/13236)^[16](https://www.epcworld.in/demand-for-whrs-has-slowly-picked-up-across-the-country-says-arun-mote-executive-director-ceo-triveni-turbines/)
