Antibiotic intermediates (6-APA, 7-ACA) and Pharmaceuticals

6-APA and 7-ACA are the molecular cores from which penicillins such as amoxicillin and cephalosporins such as ceftriaxone are made, so generic antibiotic makers cannot work without them. Production is concentrated in China, and India is using incentives, floor prices and trade remedies to rebuild its own fermentation chain.

Antibiotic intermediates (6-APA, 7-ACA) (chemical) and Pharmaceuticals (industry): 3 relationships.

How they are linked

1. Industry input

Physical flow · Strong · Antibiotic intermediates to pharmaceuticals

Penicillin G from fermentation is split by enzymes into 6-APA, and cephalosporin C into 7-ACA; drug makers then attach side chains to these cores to make amoxicillin, ampicillin, cephalexin, ceftriaxone and other antibiotics. The site rates them 5 of 5 on criticality for key starting material and intermediate makers.

  • 5 of 5 criticality for key starting material and intermediate makers
  • about 90% share of global 6-APA production capacity located in China
  • 7 6-APA manufacturing sites worldwide, five of them in China

Because the cores come from large-scale fermentation, a new plant is a large single investment (₹2,500 crore for the Lyfius penicillin G plant at Kakinada), so most generic makers buy them rather than make them. With only seven 6-APA sites worldwide, an outage or export halt at a few of them can reach a large share of the world's penicillin-class antibiotics.

Enterprise types that depend on it:

  • Key starting material and intermediate makers: penicillin and cephalosporin chains (criticality 5 of 5)

2. Dependence on China

Shared risk · Strong · Chinese supply concentration reaches drug makers worldwide

Production of the cores and of antibiotic APIs has concentrated in a few large Chinese sites, leaving drug makers elsewhere with few alternative suppliers.

  • 80 to 90% China's estimated share of global antibiotic API production
  • 91.3% share of India's antibiotic API imports supplied by China

Sandoz's site at Kundl in Austria is described by the Austrian pharmaceutical industry association as the only fully integrated penicillin production left in Europe. For India, a major exporter of generic medicines, this concentration is a risk to export revenue as well as to domestic medicine supply.

3. India's PLI and floor prices

Policy · High in India · Government support rebuilds domestic intermediate supply for drug makers

India's bulk drug PLI scheme funded new fermentation capacity, and floor prices on imports protect it from low-priced Chinese supply, at the cost of higher input prices for formulators that buy the cores.

  • 15,000 t a year penicillin G capacity at Lyfius Pharma, Kakinada, inaugurated October 2024
  • ₹2,500 crore investment in the Lyfius penicillin G plant
  • ₹3,405 per kg minimum import price for 6-APA from January 2026, for one year

In January 2026 India set minimum import prices of ₹2,216 per kg for penicillin G potassium, ₹3,405 per kg for 6-APA and ₹2,733 per kg for amoxicillin trihydrate, valid for one year. In September 2026 the trade remedies authority (DGTR) opened anti-dumping investigations into Chinese penicillin G, on Lyfius's application, and into 6-APA from China and the EU, on Qule Pharma's application, both covering April 2025 to March 2026.

For investors

Key learnings

  1. Penicillin and cephalosporin makers depend on a handful of fermentation sites, mostly in China, so intermediate prices and Chinese plant news drive their margins.
  2. India's floor prices and anti-dumping case shift value from formulators to domestic fermentation plants, so the same policy helps one part of the chain and squeezes another.
  3. Policy support such as PLI payouts, minimum import prices and possible anti-dumping duties underpins the economics of new Indian fermentation capacity, so the renewal of these measures is a key risk.

What to track

  • Import prices of 6-APA, 7-ACA and penicillin G from China: Falling prices signal Chinese oversupply and pressure on Indian producers (Monthly · Ministry of Commerce trade data)
  • Renewal or lapse of minimum import prices: Lapse would expose new Indian plants to import competition (January 2027 · DGFT notifications)
  • DGTR final findings on penicillin G and 6-APA: Duties would raise input costs for formulators and support domestic fermentation (As issued · DGTR)

For policymakers

Key learnings

  1. With about 90% of 6-APA capacity in China, antibiotic supply security requires domestic or allied fermentation, not only formulation capacity.
  2. Floor prices protect new plants but raise input costs for formulators, so they need clear review dates and exit conditions.
  3. Rebuilding fermentation takes large single investments, such as ₹2,500 crore at Kakinada, so policy stability matters as much as the subsidy.

What to track

  • Share of India's antibiotic API and intermediate imports from China: A falling share shows the PLI is reducing dependence (Annual · Department of Pharmaceuticals, commerce data)
  • Output and utilisation of PLI fermentation plants: Shows whether new capacity is competitive (Annual · Department of Pharmaceuticals)

India

India imports most of its antibiotic APIs from China (91.3% of antibiotic API imports by one 2026 estimate), but Lyfius Pharma's 15,000 tonne penicillin G plant at Kakinada, inaugurated in 2024 under the PLI scheme, restarted domestic fermentation, now backed by minimum import prices set in January 2026.
