# Finance: banking, insurance, markets and Real estate

Real estate runs on borrowed money and finance runs on property collateral: home loans were about a sixth of Indian bank credit in FY25, so property prices and RBI risk weights feed straight into bank capital and lending.

## How they are linked

### 1. Buys from

*Physical flow · ₹8.9 per ₹100 · Real estate buys from Finance: banking, insurance, markets*

Developers, landlords and buyers pay interest, fees and premiums on the loans and cover that fund and protect property, so finance is a large supplier to real estate.

- **₹8.9** of every ₹100 of Real estate output, all rounds (India 2022)
- **₹5.8** bought directly
- **₹1** of every ₹100 of Finance output spent on real estate, all rounds

The flow back is small: finance spends about ₹1 per ₹100 of output on property, mostly branches and offices. Monthly price indices barely move together (correlation about 0.12, 0.06 over 12 months, US PPI), because property prices and financial service charges are set by different forces.

### 2. Industry input

*Physical flow · Criticality 4 of 5 · Finance to Real estate, and Real estate to Finance*

Four enterprise types in real estate depend on finance, led by construction lenders and property funds; three in finance depend on real estate, because banks lend against it and insurers both cover and own it.

Developers rely on project loans and home buyers on mortgages, so a credit squeeze stops sales and construction rather than just raising costs. In the other direction, a fall in property values weakens the collateral behind a large part of bank lending and the property holdings of insurers and funds.

Enterprise types that depend on it:

- Construction lenders and real estate private-equity funds: banks, funds and capital markets (criticality 4 of 5)
- Real estate developers: project funding (criticality 3 of 5)
- Institutional landlords and REITs: listed units and debt (criticality 3 of 5)
- Home-loan lenders: deposits and bond funding (criticality 3 of 5)

### 3. Risk weights and LTV

*Policy · High in India · RBI rules set how much capital banks hold against property loans*

The RBI links the capital a bank must hold on a home loan to its loan-to-value ratio and puts heavier weights on commercial property, so these rules shape the price and volume of property credit.

- **35% and 50%** risk weight on home loans with LTV up to 80% and 80 to 90%, 2020 rule
- **16.5%** housing share of bank credit, FY25 (10.3% in FY16)
- **100% to 150%** proposed risk weight for other commercial real estate, draft of October 2025, from April 2027

The 2020 circular made the weights depend on LTV alone, whatever the loan size. Draft rules published in October 2025, due to apply from April 2027, would lower weights on first and second home loans to 20 to 40% by LTV band and raise the weight on other commercial real estate from 100% to 150%, steering bank capital towards housing and away from commercial projects. Commercial real estate was 2.9% of bank credit in FY25. At the end of October 2025 banks held about ₹31.9 lakh crore of housing loans and ₹5.7 lakh crore of commercial real estate loans.

### 4. REITs link markets to property

*Policy · Rising · Capital markets fund finished property through REITs*

Listed REITs let landlords sell rent-earning buildings to market investors, so equity and mutual fund rules now decide part of the funding for offices and malls.

- **about ₹9.25 lakh crore** assets held by listed REITs and InvITs, October 2025

In November 2025 the SEBI chairman announced that REITs will be treated as equity for mutual fund categorisation, with index inclusion to follow in phases. This widens the pool of buyers for REIT units, which can lower funding costs for institutional landlords.

## For investors

### Key learnings

1. Real estate spends about ₹8.9 of every ₹100 of output on financial services, so the cost of credit is one of its largest costs.
2. Housing loans have grown from about a tenth to about a sixth of bank credit over a decade, which ties bank asset quality more closely to home prices and household incomes.
3. Draft RBI risk weights due from April 2027 would make home loans cheaper in capital terms and commercial property dearer, favouring housing lenders over commercial developers.

### What to track

- **Bank credit to housing and commercial real estate**: Faster growth raises exposure; a slowdown signals tighter credit for developers (Monthly · RBI sectoral deployment of bank credit)
- **RBI risk-weight framework, final version**: Lower weights free capital for home loans; higher CRE weights raise project loan costs (As issued · RBI)
- **REIT and InvIT assets and flows**: Rising assets mean more property funded by markets rather than banks (Quarterly · SEBI, Indian REITs Association)

## For policymakers

### Key learnings

1. Home loans are now a large share of bank books, so property price falls would reach bank capital faster than a decade ago.
2. Risk weights are a direct lever: the draft 2027 framework favours home loans and leans against commercial real estate lending.
3. Treating REITs as equity for mutual funds deepens market funding for property and reduces dependence on bank credit.

### What to track

- **Housing share of bank credit**: A rising share increases system exposure to housing (Monthly · RBI)
- **All India House Price Index**: Falling prices weaken loan collateral (Quarterly · RBI)
- **Gross NPAs on housing and CRE loans**: An early sign of stress spreading from property to banks (Half-yearly · RBI Financial Stability Report)

## India

Banks held about ₹31.9 lakh crore of housing loans and ₹5.7 lakh crore of commercial real estate credit at the end of October 2025; the RBI sets LTV-linked risk weights on both, and SEBI is widening market funding through REITs.
