# Polypropylene and Propylene

About two-thirds of the world's propylene is made into polypropylene, so PP margins are a spread over propylene, and the route that supplies the propylene (cracker, refinery or propane dehydrogenation) sets the cost floor.

## How they are linked

### 1. Main propylene outlet

*Physical flow · Strong · Propylene → polypropylene*

Polypropylene is polymerised directly from propylene, and it is by far the largest use of the monomer, so PP demand for packaging, woven sacks, car parts and appliances sets most propylene demand.

- **about two-thirds** share of world propylene output processed into polypropylene (2014 study)

The rest of propylene goes to propylene oxide, acrylonitrile, cumene and other derivatives, which are much smaller. Because propylene is a gas that is costly to store and ship, most PP plants sit next to the cracker, refinery or PDH unit that supplies them.

### 2. Cracker, refinery and PDH propylene

*Substitution · Strong · Several routes compete to supply propylene for PP*

Propylene comes as a by-product of ethylene crackers and refinery catalytic crackers, or on purpose from propane dehydrogenation (PDH), so PP cost depends on naphtha, refinery runs or propane prices depending on the route.

- **around 30%** share of China's PP production from PDH plants (2025)
- **almost 60%** share of China's propane that came from the US in 2024
- **67% to 60%** fall in Chinese PDH operating rates within one month in 2025, after US-China tariffs disrupted propane

PDH made China the swing producer of PP and tied its cost to imported propane, so trade disputes over US propane hit PP supply directly. Cracker and refinery propylene have different drivers: cracker output follows ethylene demand, and refinery output follows petrol demand and run rates.

### 3. PP over propylene spread

*Cost and price · Strong · Propylene cost sets the PP margin*

Converting propylene to PP adds limited cost, so producers earn the gap between the resin price and the monomer price, and capacity waves in China squeeze that gap.

- **$75 a tonne** Far East Asia PP raffia over China propylene, November 2025
- **$250 a tonne** typical spread for integrated producers ($300 to 350 for non-integrated)
- **78%** Chinese PP operating rate in 2024, down from 92% in 2020

China's PP capacity rose from 20 Mt in 2015 to 48 Mt in 2024, and the spread fell far below normal as new plants started. A thin spread hurts non-integrated PP makers most, since integrated producers can take margin at the propylene or refinery stage.

### 4. Price link: main product

*Cost and price · Strong · Both ways*

Polypropylene takes the bulk of propylene, so resin demand drives monomer pricing and monomer cost feeds straight into resin prices.

- **0.71** monthly change correlation
- **0.89** 12-month change correlation
- **0.53** fitted elasticity

This is one of the tightest price links in the chemical chain, even month to month. The fitted elasticity below one fits a resin price that moves less in percentage terms than the monomer, since resin carries a more stable conversion cost.

### 5. Integrated sites in India

*Joint production · High in India · Indian PP is built beside refineries, crackers and PDH units*

India's PP producers are mainly refiners and cracker operators that make their own propylene, and new capacity follows the same pattern, including India's first PDH-PP project.

- **about 1.5 Mt** Indian PP imports, January to October 2025, up 20% year on year
- **around 1.5 Mt a year** new Indian PP capacity expected in 2026
- **500 kt** GAIL PDH-PP project at Usar, expected in the second half of 2026

Indian producers include RIL, HPL, HMEL, IOCL, MRPL, OPaL, BCPL, Nayara and GAIL, and Indian PP demand grew about 5.9% a year from 2017-18 to 2025-26. The UAE (29%), Singapore (23%) and Saudi Arabia (16%) supplied most imports in January to October 2025, with China at 8%, and the end of BIS certification for PP in November 2025 is expected to ease Chinese flows.

## For investors

### Key learnings

1. PP and propylene prices move together closely (0.71 monthly), so profit sits in the spread, which fell to $75 a tonne in Asia in November 2025 against a typical $250 for integrated producers.
2. PDH supplies about 30% of China's PP and depends on US propane, so propane trade disputes are a direct PP supply risk.
3. India is adding about 1.5 Mt of PP capacity in 2026 into an oversupplied Asian market, which limits price support for domestic producers.

### What to track

- **Asian PP raffia minus propylene spread**: Shows producer margins and the risk of plant closures (Weekly · price reporting agencies)
- **Chinese PDH operating rates and US propane exports to China**: Signals PDH-based PP supply (Monthly · industry data, US EIA)
- **Indian PP imports and new plant start-ups**: Shows how fast domestic supply displaces imports (Monthly · Ministry of Commerce, company results)

## For policymakers

### Key learnings

1. Most Indian PP is made from refinery and cracker propylene, so refinery expansion plans double as plastics capacity plans.
2. GAIL's Usar PDH-PP project will tie part of Indian PP to imported propane, adding an LPG supply link to plastics.
3. The withdrawal of BIS certification for PP in November 2025 and rising Chinese exports raise the chance of trade remedy petitions from domestic producers.

### What to track

- **PP imports by origin, especially China**: Signals pressure on domestic producers and possible trade remedy cases (Monthly · DGCI&S)
- **Propane import volumes and prices**: Cost base for PDH-based PP (Monthly · PPAC)
- **Commissioning of IOCL, GAIL and HPCL PP units**: Shows progress towards self-sufficiency in PP (Quarterly · company results, Ministry of Petroleum)

## India

India imported about 1.5 Mt of PP in January to October 2025, mostly from the Middle East and Singapore, and expects about 1.5 Mt a year of new capacity in 2026, including GAIL's PDH-PP plant at Usar.
