# Semiconductors and Tantalum

Chipmakers sputter tantalum into thin conductive and barrier layers, and the metal comes largely from conflict-affected central Africa, so a small input carries outsized sourcing and due-diligence risk.

## How they are linked

### 1. Industry input

*Physical flow · Strong · Tantalum to semiconductors*

Tantalum is used in physical vapour deposition to form conductive and barrier layers in chips; the site rates it 5 of 5 on criticality for contract foundries, which use it for barrier layers.

- **5 of 5** criticality for contract foundries (barrier layers)

Capacitors take the bulk of tantalum demand, so the tonnage that fabs use is small. For chipmakers the concern is therefore steady access to high-purity metal through their target suppliers rather than the volume mined, and growth in semiconductors is one of the drivers of tantalum demand.

Enterprise types that depend on it:

- Contract foundries: barrier layers (criticality 5 of 5)

### 2. Same circuit boards

*Shared risk · Medium · Electronics makers buy both chips and tantalum capacitors*

Capacitors are tantalum's largest use, and they sit beside chips on phone, computer and car circuit boards, so electronics demand cycles drive both at once.

- **about 30%** of tantalum consumption going into capacitors

An electronics upturn lifts orders for both chips and capacitor-grade tantalum, and a downturn hits both. USGS lists aluminium, ceramic and niobium as substitutes in electronic capacitors, which can cap how far electronics demand alone lifts tantalum use.

### 3. Central African supply

*Shared risk · Strong · Mine supply risk in central Africa flows to chip supply chains*

Most tantalum ore is dug in DR Congo and Rwanda, much of it by artisanal miners, so conflict and smuggling in the region shape both supply and the ethical risk in a chipmaker's supply chain.

- **about 68%** of 2025 mine output from DR Congo and Rwanda
- **over 15%** of world tantalum from Rubaya, held by M23 since April 2024
- **47%** of US tantalum metal and powder imports from China, 2021 to 2024

USGS estimates world mine output at about 2,500 t in 2025, of which DR Congo produced 1,300 t and Rwanda 400 t. UN figures put Rubaya alone at over 15% of world supply, with the M23 taxing coltan there. Refining into metal and powder is concentrated elsewhere, with China the largest supplier of US imports, so a chip supply chain carries both mine and refinery concentration.

### 4. Conflict-minerals rules

*Policy · Medium · Due-diligence rules on tantalum reach chip supply chains*

Tantalum is one of the four conflict minerals, with tin, tungsten and gold, so its importers must show their supply does not fund armed groups, and chip and electronics firms inherit that scrutiny through their suppliers.

- **1 January 2021** EU conflict minerals rule applied

The EU regulation obliges importers of these minerals from conflict-affected areas to assess and reduce supply chain risks and to undergo independent third-party audits. The obligation falls on importers of ores and metals rather than on chipmakers, so fabs are reached through their target and powder suppliers. M23 control of Rubaya since April 2024 makes traceable, compliant supply from the region harder to secure.

## For investors

### Key learnings

1. Tantalum is a small tonnage for chipmakers but rated 5 of 5 on criticality for contract foundries, so access to high-purity metal matters more than its cost.
2. About two-thirds of 2025 mine output came from DR Congo and Rwanda, so regional conflict is a direct supply and reputational risk for chip supply chains.
3. Electronics demand drives both chips and tantalum capacitors, so tantalum demand tends to rise and fall with the chip cycle.

### What to track

- **Tantalite ore price (per kg Ta2O5)**: Sustained rises point to tight supply or disruption in central Africa (Monthly · Fastmarkets, Argus; yearly · USGS)
- **Control of mining areas in eastern DR Congo (Rubaya)**: Fighting or peace progress changes the volume of traceable ore (As reported · UN Group of Experts, news)
- **Electronics and semiconductor sales**: A turn in the chip cycle shifts capacitor and target demand for tantalum (Monthly · WSTS)

## For policymakers

### Key learnings

1. A chip industry built in India will import tantalum targets and powder, since USGS lists no Indian tantalum mine output.
2. Responsible-sourcing rules such as the EU regulation shape which tantalum is usable; India's chip programme will face the same audit demands from global customers.
3. Refining is concentrated as well as mining, with China the largest supplier of US metal and powder imports, so diversification needs refiners, not only mines.

### What to track

- **World tantalum mine output by country**: Shifts away from central Africa reduce conflict exposure (Yearly · USGS Mineral Commodity Summaries)
- **India's imports of tantalum metal, powder and targets by source**: Shows how dependent new fabs are on China and other refiners (Monthly · Commerce ministry TradeStat)

## India

India has no tantalum mine output in USGS data, so its semiconductor and electronics plants depend on imported tantalum targets, powder and capacitors.
