# Timber and Wood products

Timber is the raw material of the wood products industry: logs become sawnwood, veneer, plywood and panels. In India the chain runs mostly on farm-grown poplar, eucalyptus and other short-rotation trees, because forest policy restricts harvest from natural forests, and rising demand is increasingly met by imports.

## How they are linked

### 1. Industry input

*Physical flow · Strong · Timber to wood products*

Sawmills, veneer and plywood mills and particleboard and MDF plants all start from logs or wood residues, so log supply sets their volume and cost; the site counts eight enterprise types in wood products that depend on timber.

- **8** enterprise types in wood products that depend on timber; up to 4 of 5 on criticality
- **1.96 billion m³** world industrial roundwood removals, 2024, up 2%
- **393 million m³** world wood-based panel output, 2024, up 5%

Plywood and veneer mills need peeler logs, while particleboard and MDF plants can use small plantation wood and sawmill residues. World panel output rose 5% in 2024 while sawnwood output was nearly unchanged, so panels carried most of the growth in wood products that year.

Enterprise types that depend on it:

- Industrial forest and plantation owners: timber is the product (criticality 4 of 5)
- State forest corporations and farm-forestry growers: farm-grown timber (criticality 3 of 5)
- Particleboard and MDF makers: plantation wood and residues (criticality 3 of 5)
- Log traders and forestry-machine makers: logs (criticality 2 of 5)
- Sawmills: logs in, lumber out (criticality 2 of 5)
- Plywood and veneer mills: peeler logs and face veneers (criticality 2 of 5)
- Engineered-timber, joinery and wood-pellet makers: sawn lamellae and residues (criticality 2 of 5)
- Timber merchants and home-improvement retailers: stock (criticality 1 of 5)

### 2. Farm-grown wood in India

*Physical flow · High in India · Indian plywood mills buy timber from farmers*

With little timber released from natural forests, Indian plywood and panel makers source short-rotation trees that farmers grow on their own land, mainly poplar and eucalyptus.

- **90 to 95%** share of Indian plywood industry timber from agroforestry
- **about 3,300** plywood units in India, supporting nearly one million livelihoods
- **273** plywood units in Yamunanagar district, alongside 297 peeling units and 331 sawmills

Poplar is harvested on rotations of roughly 7 to 10 years and lowers the wheat yield on the same land, from about 17 to 18 quintals an acre to about 15 in Haryana Forest Department figures, so farmers weigh timber income against crop income. Clusters such as Yamunanagar in Haryana grew up around this farm wood. FIPPI put the Indian plywood market at about ₹250.5 billion in FY25.

### 3. Forest policy and imports

*Policy · Rising · Conservation rules push wood product makers to imports and plantations*

India's conservation-oriented forest policy restricts harvest from natural forests, so growth in wood demand, led by construction, must come from plantations, farm trees or imports.

- **57 to 98 million m³** India's projected roundwood demand, 2020 to 2030
- **about 70%** projected rise in India's roundwood demand, 2020 to 2030

ITTO's 2021 study found that an increasingly large share of India's demand is met by imports. Teak, the most widely planted timber species, is mostly harvested from planted forests, and fast-growing eucalyptus, poplar, acacia and subabul make up much of the rest of planted supply.

## For investors

### Key learnings

1. Indian panel makers depend on farm-grown wood, so their raw material cost moves with farmers' planting decisions made several years earlier.
2. Panels carried the growth in global wood products in 2024, which favours MDF and particleboard makers that can use small logs and residues.
3. India's roundwood demand is projected to rise about 70% between 2020 and 2030 while domestic harvest is restricted, so import dependence and log prices are a structural risk for Indian wood product makers.

### What to track

- **Farm-gate prices of poplar and eucalyptus in north India**: Rising prices squeeze plywood and MDF margins and signal tight farm supply (Weekly to monthly · Yamunanagar timber market rates and plywood trade press)
- **India's imports of logs, sawnwood and veneer**: Rising volumes show domestic supply falling behind demand (Monthly · Ministry of Commerce trade data)
- **World wood-based panel output and trade**: Shows global panel supply and competition for Indian makers (Annual · FAO forest products statistics)

## For policymakers

### Key learnings

1. Agroforestry already supplies most of the timber for Indian plywood, so rules that make it easier for farmers to fell and transport trees directly support the industry.
2. ITTO finds imports already meeting a growing share of Indian demand, so without more domestic plantation and farm supply, rising construction demand will raise timber imports further.
3. Farm timber competes with food crops for land, so agroforestry incentives need to weigh wood supply against crop output.

### What to track

- **Area under agroforestry and trees outside forests**: Growth supports domestic wood supply (Biennial · Forest Survey of India)
- **Timber import volumes by product**: Shows how far domestic supply meets demand (Annual · ITTO and Ministry of Commerce)

## India

India's plywood and panel industry runs on farm-grown wood, which meets 90 to 95% of its timber needs, while ITTO projects national roundwood demand rising from 57 to 98 million m³ between 2020 and 2030, with imports filling a growing share.
