Chlorine: Movement

Why chlorine travels hidden inside plastic

What this tab covers How it moves between countries: share of output traded, physical form and transport, the largest exporters and importers, main routes, India's trade, and handling rules in transit.

UN Comtrade 2024, reported by each country (exports by exporters, imports by importers), all partners. Some countries (for example Russia and Iran) do not report, so their shares are missing. HS codes can be broader than the tile: check the code before reading a share as the whole market.

How it moves

MeasureFigure
Share tradedvery small, probably 1-2% of output (indicative); almost all chlorine is used within the plant or region where it is made
How it movesPressurised liquid in tonners (900 kg), rail tank cars and road tankers; pipelines inside chemical parks. Chlorine is shipped instead as EDC, VCM or PVC, which carry it safely.
Routes and chokepointsShort rail and road hauls; cross-border rail between Canada and the US; within European chemical clusters. Chlorine embedded in EDC, VCM and PVC moves by sea from the US Gulf, Japan and the Middle East to Asia.
IndiaIndia trades almost no elemental chlorine; it imports chlorine embedded in PVC (1.17 Mt of suspension PVC from China alone in 2025) and VCM.
Handling in transitUN1017, class 2.3 (toxic gas) with subsidiary oxidiser 5.1 and corrosive 8; needs approved cylinders, emergency kits and route restrictions.
