Distribution grids, mini-grids and interconnectors: Value chain

Local monopolies, Indian discoms and the funders of mini-grids

What this tab covers Who does what, from equipment makers to builders, owners, operators, traders and users, with the leading companies at each step.

Equipment makers supply transformers, switchgear and meters; distribution system operators own and run local networks; mini-grid developers and their financiers serve off-grid areas; interconnectors are owned by transmission companies, often jointly across a border.

Distribution operators are local monopolies, regulated on what they may charge. Investment is rising: E.ON plans about EUR 40 billion for its energy networks in 2026 to 2030. Indian distribution companies as a group moved from a loss of INR 25,553 crore in FY2023-24 to a profit of INR 2,701 crore in FY2024-25. Mini-grid developers often depend on subsidies or results-based grants, because cost-covering tariffs can be far above what poor customers can pay; only 2 of 39 African utilities studied by ESMAP have cost-recovery tariffs.
