Construction and infrastructure and Construction chemicals
Construction chemicals are a small dose with a large effect: admixtures added at well under 2% of cement weight decide how concrete flows, sets and lasts, so their makers' volumes rise and fall with building and infrastructure activity.
Construction and infrastructure (industry) and Construction chemicals (chemical): 3 relationships.
How they are linked
1. Industry input
Physical flow · Strong · Construction chemicals → Construction and infrastructure
Contractors and ready-mix producers dose admixtures into concrete to control water demand, workability and setting, and use grouts, membranes and repair mortars on site; two enterprise types in construction depend on them, rated up to 4 of 5 on criticality.
- 0.2 to 2.0% admixture dose, share of cement mass
- 4 of 5 highest criticality, EPC contractors
Plasticisers are typically dosed at about 0.2 to 1.6% and superplasticisers at about 0.4 to 2.0% of cement mass, so the chemical is a minor tonnage but shapes the flow, strength and durability of the concrete. The site rates EPC and general contractors 4 of 5 on criticality, for admixtures and grouts, and cement, ready-mix and aggregates producers 3 of 5, for admixtures.
Enterprise types that depend on it:
- EPC and general contractors: admixtures and grouts (criticality 4 of 5)
- Cement, ready-mix and aggregates producers: admixtures (criticality 3 of 5)

2. Building activity sets volumes
Transition · Strong · Construction activity drives construction chemical sales
Admixtures and building products are consumed only when concrete is poured or buildings are finished, so the chemical makers' volumes track construction output region by region.
- -0.4% Sika organic sales growth, 2025
- +1.2% same, excluding Chinese construction
- low single-digit fall Sika's expected 2026 global construction market
The market leader's 2025 results show the link plainly: a double-digit fall in its Chinese construction sales turned group organic growth negative, while India and Southeast Asia grew strongly. Leaders can partly offset weak volumes with pricing and product mix: Sika's material margin rose from 54.5% to 54.9% in 2025 even as its sales fell 4.8% in Swiss francs.

3. India's public capex
Transition · High in India · Indian infrastructure spending lifts construction chemical demand
India's central government budget funds roads, rail corridors and urban transit that use large volumes of admixed concrete, waterproofing and grouts, and the domestic leaders sell into these projects as well as into housing.
- Rs 11.2 lakh crore central capex, 2025-26 budget estimate
- Rs 12.2 lakh crore central capex, 2026-27 budget
- 9.2% share of Pidilite standalone FY25 sales from industrial resins, project construction chemicals and related products
The 2026-27 budget raised public capex by about Rs 1 lakh crore and announced seven high-speed rail corridors and a new Dankuni to Surat freight corridor, work that uses admixed concrete, grouts and waterproofing. Pidilite said its project business kept its growth momentum in the September 2025 quarter and expected faster construction growth, though retail waterproofing for homes is a separate demand stream tied to housing.

Key learnings
- Construction chemical makers are a geared play on concrete volumes, as Sika's 2025 results show: a Chinese construction slump alone turned group organic growth negative.
- Admixtures are a small dose in concrete and the leader has held pricing through a volume slump: Sika's material margin rose to 54.9% in 2025 even as its sales fell in Swiss francs.
- In India, central capex rising from Rs 11.2 to Rs 12.2 lakh crore supports project sales, but housing and retail waterproofing are separate drivers to watch.
What to track
- Cement and ready-mix volumes by region: Rising volumes mean more admixture and grout sales; falls in a large market such as China hit global leaders directly (Monthly · national statistics offices, India Office of the Economic Adviser core sector index)
- Organic growth and material margin of Sika and Pidilite: Shows whether pricing is offsetting volume and raw material swings (Quarterly · company results)
- Indian central capex actually spent against budget: Underspending delays project demand for admixtures and grouts (Monthly · Controller General of Accounts)
For policymakers
Key learnings
- Admixtures dosed at under 2% of cement mass shape concrete quality, so standards for mix design and durability matter more than the chemical's tonnage suggests.
- India's sustained public capex is the main domestic demand signal for project construction chemicals, so delays in award or payment ripple quickly to suppliers.
- Global leaders' exposure to China's construction slump shows that construction chemical demand is cyclical, which affects investment in local formulation plants.
What to track
- Budgeted and actual central capex: Signals the pace of project concrete demand (Annual budget, monthly accounts · Ministry of Finance, CGA)
- BIS and IRC specifications on admixtures and durability: Tighter specifications raise use of higher-grade admixtures and repair systems (As revised · Bureau of Indian Standards, Indian Roads Congress)
India
India was one of Sika's strongest growth markets in 2025, and domestic suppliers such as Pidilite sell into both projects and housing; project demand rests on central capex of Rs 12.2 lakh crore budgeted for 2026-27.
