Construction and infrastructure and Steel
Construction and infrastructure are India's biggest steel users, about 60% of finished steel in FY26, through rebar in concrete and sections in bridges, towers and frames, so steel prices feed straight into project and housing costs.
Construction and infrastructure (industry) and Steel (commodity): 3 relationships.
How they are linked
1. Industry input
Physical flow · Strong · Steel to construction and infrastructure
Concrete needs steel reinforcing bar to carry tension, and bridges, metro viaducts, towers, piles and formwork use structural steel, so steel runs through almost every job; the site lists four enterprise types in construction that depend on it, rating it 4 of 5 for contractors and equipment makers.
- 4 enterprise types in construction that depend on steel
- 4 of 5 criticality for EPC contractors and equipment makers
The dependence comes in two forms: rebar and sections bought for each project, and steel embedded in the cranes, earthmovers and tunnel-boring machines the industry uses, which the site rates 4 of 5 for equipment makers and rental firms. Rebar and structural-steel producers themselves rate it 3 of 5, and specialist subcontractors use it for piles and formwork.
Enterprise types that depend on it:
- Construction equipment makers and rental firms: machines (criticality 4 of 5)
- EPC and general contractors: reinforcement (criticality 4 of 5)
- Rebar and structural-steel producers: core product (criticality 3 of 5)
- Specialist subcontractors (MEP, piling, formwork, facades): piles and formwork (criticality 3 of 5)

2. Largest steel user
Transition · High in India · Building and infrastructure activity drives steel demand
India is building roads, railways, metros and housing at scale, so construction and infrastructure together take most of its finished steel and set the pace of steel demand.
- 51 Mt steel used by construction in India, FY26
- 45 Mt steel used by infrastructure in India, FY26
- about 60% combined share of India's finished steel use, FY26
Construction consumption rose 8.5% to 51 Mt in FY26 while infrastructure was flat at 45 Mt, out of about 161 Mt of finished steel. BigMint attributes over 70% of the year's 10 Mt rise in demand to manufacturing-linked sectors and puts infrastructure's stagnation down to slower project execution rather than a lack of budget support. The ministry put FY26 consumption at 164 Mt, up 7%, so estimates differ by source.

3. Steel price into building cost
Cost and price · Strong · Steel prices pass into construction and housing costs
Steel and cement together make up a large share of the cost of a building, so a steel price spike raises project costs quickly, and fixed-price contractors or developers absorb it until they can reprice.
- 40% steel and cement share of total construction cost, CREDAI estimate 2022
- ₹84,000/t steel price after doubling in a year, 2022
In 2021 to 2022 builders reported steel prices doubling to about ₹84,000 a tonne and warned of 20 to 30% higher selling prices in new projects. Developers who have already sold units at fixed prices carry the increase until they can reprice new launches, so steel spikes hit developer margins first.

For investors
Key learnings
- Construction and infrastructure take about 60% of India's finished steel, so steel volumes track public capex and housing.
- Infrastructure steel use was flat in FY26 because projects were executed more slowly, while manufacturing drove over 70% of growth, so execution speed is now the swing factor for rebar and structural demand.
- Builders put steel and cement at about 40% of construction cost (CREDAI, 2022), so steel price swings move developer margins and new-project prices.

For policymakers
Key learnings
- Because construction and infrastructure take about 60% of India's finished steel, the pace of public capex is one of the main levers on steel demand.
- Steel price spikes, as in 2021 to 2022, raise the cost of public works and housing, so price variation clauses and stable trade policy protect project budgets.
- Infrastructure steel demand stalled in FY26 on slow execution while construction grew 8.5%, so steel capacity plans should not assume infrastructure will keep carrying growth.
What to track

- Finished steel consumption against capacity additions: A widening gap warns of either shortages or import pressure (Monthly · Joint Plant Committee)
India
India used about 161 Mt of finished steel in FY26 (164 Mt by the ministry's count), with construction at 51 Mt and infrastructure at 45 Mt, making building and infrastructure the core of its steel demand.
