Fluoropolymers (PTFE, PVDF): Production
How China came to make half the world's supply
How China came to make half the world's supply What this tab covers Who makes it and how much: world capacity and output, utilisation, the top producing countries and companies globally and in India, concentration, new capacity coming, and each region's position.| Measure | Figure | Detail | Source |
|---|---|---|---|
| World capacity | not published; world output about 0.4-0.5 Mt a year (indicative) | derived from hydrofluoric acid tile (indicative) | |
| World output | about 0.45 Mt (2025, indicative) | derived (indicative) | |
| Capacity utilisation | not published | Chinese PTFE and PVDF capacity expanded rapidly after the 2021-2022 price spike; Western producers are cutting PFAS-exposed lines (3M exit announced Dec 2022, indicative). | Industrial Info, Sep 2022; indicative |
| Concentration | China about half; top five companies probably over half of non-Chinese supply (indicative) | Leading makers named by MarketsandMarkets: Chemours, Daikin, Arkema, 3M, Solvay (now Syensqo), Saint-Gobain (fabrication), Dongyue, HaloPolymer, SABIC and Mitsubishi Chemical. Chemours names Daikin, Syensqo, AGC, Gujarat Fluorochemicals and Dongyue as competitors (Chemours 10-K 2025). | MarketsandMarkets 2025; Chemours Form 10-K FY2025 |
| New capacity | Chinese PVDF additions (17 projects, $1.59 billion, tracked in 2022); Indian expansions at GFCL; Western exits | 3M is exiting PFAS manufacturing. Chemours, Daikin and others are investing in non-fluorinated polymerisation aids. GFCL's new fluoropolymer capacity was due to reach optimum levels by end-FY26 (ICICI Direct). | Industrial Info, Sep 2022; ICICI Direct, Aug 2025; indicative |

Largest producers: India
| Company | Country | Volume | Year | Source |
|---|---|---|---|---|
| Gujarat Fluorochemicals (GFCL) India's largest integrated fluoropolymer producer; fluoropolymers about 58% of FY25 revenue of Rs 4,737 crore; fluoropolymer revenue up 19% YoY in Q4FY26 and 15% YoY in Q1FY27 | India | not published | FY2026 | GFCL investor presentations, May and Aug 2026; ICICI Direct Q1FY26 |
| SRF captive AHF and refrigerants at Dahej; PTFE added (indicative) | India | not published | 2025 | not published in sources reached |
India is a growing fluoropolymer exporter built on imported acidspar and captive HF (hydrofluoric acid tile). GFCL sells mainly to Europe and the US and planned about Rs 400 crore of fluoropolymer capex in FY26 (ICICI Direct, Q1FY26). Indian makers gain if Western PFAS exits create supply gaps, and lose if the EU bans uses.
Position by region
| Region | Position |
|---|---|
| US | PFAS litigation and EPA reporting; Chemours carries remediation obligations at Fayetteville and other sites (Chemours 10-K). |
| EU | Universal PFAS restriction could ban many fluoropolymer uses after transition periods of 18 months plus 5 or 12 years. |
| India | Export-oriented producers (GFCL, SRF) exposed to EU and US rules; Kigali HFC-23 destruction applies. |
| China | Largest producer; low prices after PVDF and PTFE build-out (indicative). |
| Japan | Daikin and AGC; Japan is not pursuing an EU-style blanket PFAS ban (indicative). |
| Middle East | Minor producer; SABIC listed (MarketsandMarkets). |
