Fluoropolymers (PTFE, PVDF): Regulation

Forever chemicals and Europe's PFAS restriction

Forever chemicals and Europe's PFAS restriction What this tab covers How it is regulated and what could disrupt supply: hazard classification, rules in the EU, US and India, anti-dumping duties and other trade measures, and supply-risk notes.

Hazards

ClassificationUN numberKey risks
polymers generally not classified; TFE monomer is explosive and carcinogen category 1B; HF is acutely toxicnot regulated (polymer)Plant emissions of fluorinated processing aids (PFOA historically, HFPO-DA/GenX more recently) contaminated water near Parkersburg, Fayetteville and Dordrecht; HFC-23 by-product from R22 is a super-greenhouse gas.

Main rules

WhereRuleEffect
EUUniversal PFAS restriction under REACH (proposed Jan 2023 by Denmark, Germany, the Netherlands, Norway and Sweden; over 5,600 consultation comments; revised 2025)Would restrict manufacture, placing on the market and use of PFAS including fluoropolymers
EURAC final opinion 2 March 2026: favours option RO1, a full ban with an 18-month transition; RO1 cuts emissions 96% versus 76% for RO2, a difference of about 700,000 t of PFAS over 30 yearsScientific committee backs the strictest option
EUSEAC draft opinion March 2026 (consultation to 25 May 2026): prefers RO2, a ban with 18-month transition plus mostly time-limited derogations of 5 or 12 years; both committees reject a general derogation for fluoropolymers; SEAC final opinion due by end-2026Fluoropolymer uses survive only where specific derogations are granted; final Commission proposal then goes to the REACH Committee, with Parliament and Council scrutiny
EUPFOA banned under the POPs Regulation (2020); PFHxA restriction (2024)Forced change of polymerisation aids and some coatings
USEPA TSCA section 8(a)(7) PFAS reporting rule: start moved from 13 April 2026 to 60 days after a revised rule takes effect; small importers of articles have until 13 April 2027; November 2025 proposal adds exemptions for 0.1% de minimis, imported articles, by-products, impurities, R&D and non-isolated intermediatesOne-time reporting of PFAS made or imported since 2011; scope still being narrowed
USEPA drinking water limits of 4 ppt for PFOA and PFOS (April 2024), with compliance extended to 2031 (May 2025 announcement); PFOA and PFOS listed as CERCLA hazardous substances (2024) (indicative)Large clean-up liabilities for historic producers
US statesMinnesota and Maine bans on intentionally added PFAS in product categories from 2025 (indicative)Cookware and consumer uses shrink
InternationalStockholm Convention listing of PFOA (2019) and PFHxS (2022); Kigali Amendment requires HFC-23 destruction from 2020Global controls on processing aids and R22 by-product

India

RuleEffect
MoEFCC direction to capture and destroy HFC-23 at HCFC-22 plants (2016)Cuts the largest climate impact of PTFE feedstock (hydrofluoric acid tile)
Kigali schedule for India: HFC freeze 2028, 85% cut by 2047Shapes the refrigerant side of integrated fluorochemical groups
No PFAS-specific Indian restriction found in sources reachedIndian exporters face EU and US rules through customers

Trade measures

  • US reciprocal tariffs exempted PTFE and micro powders but not some newer fluoropolymers (ICICI Direct, Q1FY26)
  • Chinese export controls on some fluorochemicals and strategic minerals (hydrofluoric acid tile)

Supply risk

High. Fluorspar is on EU and US critical lists and China mines 60% of it. Western supply is shrinking as 3M exits and the EU restriction looms, while semiconductors, batteries and electrolysers still need qualified fluoropolymer grades.
