High-density polyethylene: Cycles

A trough Argus expects to last over five years

What this tab covers How its prices and margins move: past booms and busts with price levels, the spread or margin that the industry watches, the drivers of the cycle and the metrics to track.

HDPE follows the ethylene and PE capacity cycle. Large HDPE and LLDPE trains in China, the US and the Gulf have kept PE operating rates below 80% since 2023, and Argus expects the trough to last more than five years, against one to two years in past cycles. The floor is the cash cost of non-integrated Asian producers; the ceiling is set by supply shocks. In 2026 Hormuz disruption lifted HDPE film import prices in India by about 50% from the December 2025 low ($830/t CFR South Asia to $1,220-1,260/t CFR India in Aug 2026). Pipe demand is tied to government water and gas spending, which smooths part of Indian demand.

The spread to watch HDPE minus ethylene (about 1.0 t per t)

Asian non-integrated producers need about $150-250/t over ethylene (indicative). The Aug 2026 premium of India over Far East Asia of about $150/t (Polymerupdate) reflects India's dependence on Gulf cargoes and freight.

Booms and busts

  1. 2008-2009

Financial-crisis demand collapse as Gulf ethane-based PE started up.

Asian ethylene fell from about $1,400/t to $500-600/t in late 2008 (indicative, ethylene tile); HDPE levels not retrieved

  2. 2021

Texas freeze shut US crackers and HDPE plants; strong post-Covid demand for packaging and pipe.

    not retrieved; multi-year highs (indicative)

  3. 2024-2025

Oversupply and weak Indian pipe demand pushed HDPE film import prices to record lows.

HDPE film CIF India $920-960/t, weakest since ChemOrbis records began in Jan 2022 (Dec 2024); CFR South Asia $945/t (6 Aug 2025) to $830/t (3 Dec 2025) (Platts via S&P Global)

  4. 2026

Gulf supply disruption from March; European HDPE prices up about 38% in Q2; South Asian prices stayed high into August.

HDPE film CFR South Asia $865/t (28 Jan 2026); CFR India $1,220-1,260/t (19 Aug 2026) versus Far East Asia $1,070-1,100/t (Polymerupdate)

What drives the cycle

  • PE capacity waves. 23 Mt of PE is due in 2027-28, mostly HDPE and LLDPE (Argus), keeping margins thin.
  • Ethylene and feedstock costs. Ethylene is 75-90% of cost, so naphtha and ethane prices pass straight through.
  • Infrastructure spending. Water supply, city gas and telecom duct programmes drive pipe-grade demand, notably in India.
  • Packaging regulation. Carry-bag bans cut film demand, while recycled-content mandates shift some bottle and crate demand to recycled HDPE.
  • Gulf supply and Hormuz. The Gulf is a major HDPE exporter to India and Africa; any disruption widens the CFR India premium.
