Bioethanol: Regulation
Mandates, safety rules and the monsoon risk India watches
What this tab covers How it is regulated and what could disrupt supply: hazard classification, rules in the EU, US and India, anti-dumping duties and other trade measures, and supply-risk notes.Hazards
| Classification | UN number | Key risks |
|---|---|---|
| Flammable liquid category 2; eye irritation category 2 | UN1170 | Highly flammable with an invisible flame in daylight; vapours form explosive mixtures. Large storage tanks need foam systems rated for polar solvents. |
Main rules
| Where | Rule | Effect |
|---|---|---|
| US | Renewable Fuel Standard: 15 billion RINs of conventional biofuel in 2026 and 2027 (final rule, Apr 2026) | sets the base for maize ethanol demand |
| US | California LCFS and the 45Z clean fuel production credit | reward lower carbon intensity, e.g. carbon capture at ethanol plants |
| Brazil | RenovaBio decarbonisation credits (CBIOs) and the Fuel of the Future law raising the petrol blend to E30 (2025, indicative) | credits for low-CI producers; higher anhydrous demand |
| EU | RED III: 29% renewables in transport or 14.5% GHG intensity cut by 2030; crop-based biofuels capped at 7% of road and rail energy | limits crop ethanol growth; pushes residues and 2G |
| Global | CORSIA and ReFuelEU count alcohol-to-jet SAF | potential new demand for ethanol |
India
| Rule | Effect |
|---|---|
| National Policy on Biofuels 2018 (amended 2022): E20 by ESY 2025-26 | reached in 2025; OMCs contract about 1,100 crore litres a year |
| ESY 2026-27 tender (BPCL for the OMCs, 16 Oct 2026): no cane juice, sugar syrup or B-heavy molasses; sugar diversion set to zero | shifts supply to maize, FCI rice, damaged grain and C-heavy molasses |
| Central Motor Vehicles Rules amended to add E100 alongside E85 for flex-fuel vehicles (Oct 2026) | legal basis for high-blend vehicles |
| FCI sales of surplus rice to distilleries at a discount | makes rice ethanol viable; 6.35 Mt in 2025-26 |
Trade measures
- India restricts imports of ethanol for fuel blending (indicative)
- EU import duty on undenatured and denatured ethanol (indicative)
- US 2025 tariff disputes with Brazil and India affect ethanol trade (indicative)
Supply risk
Production is concentrated in the US and Brazil, but feedstocks are diverse and plants are widely spread. India's main risk is the monsoon: a poor cane crop leads the government to shut sugar-based ethanol, as in Dec 2023 and Oct 2026.
