Fuel stocks and strategic reserves: Impact and additionality

Who suffers most when fuel shocks hit, and India's gap

Who suffers most when fuel shocks hit, and India's gap What this tab covers The impact and additionality lens: what it displaces on the grid, who gains and who bears the burden along the supply chain, and what happens at end of life.

Fuel stocks protect economies during fossil supply shocks; they do not cut emissions and can entrench fossil dependence if over-built.

Grid decarbonisation versus fossil displacement

Unfavourable

These stores support the fossil system rather than replace it. Their climate relevance is indirect: the IEA paired its 2026 release with demand-side measures such as working from home and lower speed limits, which it estimates can cut national car oil use by several per cent each. For an impact investor, the decarbonising lever is reducing the import exposure that makes large stocks necessary.3

Just transition and local community impact

Mixed

Supply shocks hit low-income households and import-dependent countries hardest. India's strategic reserves cover only about 9.5 days of net imports, or about 74 days including company stocks, short of the IEA's 90-day minimum for its members, while about 52% of its crude imports passed through Hormuz before the conflict. Building reserves creates construction jobs near ports, but limited long-term employment.9

Circular economy and end of life

Favourable

Caverns and depleted fields can be reused. A European gas industry study estimated that existing gas storage could hold up to about 265 TWh of hydrogen by 2050 after repurposing, taking 1-7 years per site, so today's gas stores have a plausible low-carbon second life.11
