Fuel stocks and strategic reserves: Science and technology

How oil and gas wait in caverns, and how full they are

What this tab covers The physics and chemistry: how the energy is stored, which materials it needs (scarcity, toxicity, recyclability) and what makes it age.

Fuel stocks hold energy as chemical bonds in crude oil, refined products, natural gas and coal. The science is simple; the questions are about how fast stocks can be drawn and how long products stay usable.

Mechanism

Mixed

Crude oil and products are stored as liquids in steel tanks or in caverns washed out of salt domes; the US Strategic Petroleum Reserve (SPR) uses 61 such caverns at four Gulf Coast sites. Natural gas is injected under pressure into depleted gas fields, aquifers and salt caverns, then withdrawn in winter. Coal is simply stockpiled in heaps at mines, ports and power plants. Nothing is converted on the way in or out, so the energy content is kept almost entirely.41112

Material scarcity and toxicity

Unfavourable

No critical minerals are needed; the materials are steel, cement and the geology itself. The stored fuels are hazardous: crude and gasoline contain benzene and can carry hydrogen sulphide, gas leaks release methane (a potent greenhouse gas), and coal piles can self-heat and leach acidic runoff. The constraint is less material scarcity than suitable salt domes and porous rock.4

Degradation and ageing (fill levels and product quality)

Unfavourable

Crude keeps for decades in salt caverns, but the caverns and surface plant age: in mid-2026 the US Government Accountability Office reported that investment had not kept pace with the ageing SPR, leaving a growing maintenance backlog that DOE warns could increasingly limit fill and drawdown. Refined products such as diesel and gasoline degrade within months to a few years, which is why many countries hold mostly crude or rotate product stocks. For stockpiles, the key health measure is fill level: the US SPR held 282.2 million barrels on 16 October 2026, about 40% of its 714 million barrel authorised capacity (calculated).410
