Mumbai's underground Aqua Line metro

Follow Metro Line 3 from a Japanese loan and 17 boring machines to its first full month of riders.

1 / 8 · Project sponsorship and finance

A public company plans the line

₹37,276crrevised project cost, 2024

Mumbai Metro Rail Corporation, owned by the central and Maharashtra governments, planned the 33.5 km Colaba-Bandra-SEEPZ line, with 26 underground stations and one at ground level, acquired land and awarded the contracts. The cost rose from an original ₹23,136 crore to ₹37,276 crore, and the final stretch to Cuffe Parade opened in October 2025.8,2

Constraint Cost rose 61% (calculated) over the original estimate, the usual pattern when land, permits and site conditions stretch Indian project schedules. Public administration, defence and securityFinance: banking, insurance, markets

Japanese loans pay for half

57%of project cost from JICA loans

Japan's aid agency JICA lent the largest share, in five tranches of official development assistance; the last, of ¥84.26 billion, was signed in July 2024. MMRC's approved revised plan puts the JICA loan at ₹21,280 crore, 57% of the cost; the rest comes from central and state equity and sub-debt, an airport contribution and property development.8,9,1

Constraint Yen loans are long and cheap but carry currency risk, and repayment depends on fare income and state budgets. Finance: banking, insurance, markets
3 / 8 · Design and engineering

Designed beneath old Mumbai

2,400+buildings surveyed along the route

Consultants did the planning: RITES prepared the detailed project report, Delhi Metro drew up the master plan and SYSTRA built the 3D building information model. Because the tunnels run beneath crowded old districts, engineers surveyed more than 2,400 buildings along the route and found over 2,200 of them dilapidated, needing monitoring and protection during tunnelling.1,3

Constraint Fragile old buildings and busy roads meant seven stations had their platforms mined underground by the NATM method instead of dug open. Professional servicesSoftware and IT services

Concrete rings line every tunnel

37,000+tunnel lining rings installed

Each tunnel is lined with precast reinforced-concrete segments, cast in yards and bolted into rings behind the boring machine; more than 37,000 rings were installed. Stations, slabs and piles add large volumes of ready-mix concrete. Behind it stands a cement industry that made about 470 million tonnes in 2025, second only to China, by US Geological Survey estimates.3,4

Constraint Ready-mix must reach sites through city traffic within hours of batching, and limits on quarrying and river sand raise aggregate costs. Cem CementStn Crushed stoneAgg Sand & gravelSt SteelCon Construction chemicalsBuilding materialsMetal products
5 / 8 · Construction equipment

Seventeen boring machines at work

66.72 kmsingle-tube tunnel bored

At the peak, 17 tunnel-boring machines worked at once beneath Mumbai, each cutting a circular bore and erecting the concrete lining behind it as it moved forward. Together they built about 66.72 km of single-tube tunnel for the twin-track line. Two crossovers were then mined out by widening the bored tunnels with the NATM method.3

Constraint Each machine is custom-built for the ground it will cut, so one stuck or broken machine can hold up a whole tunnel drive for months. St SteelW TungstenLub Lubricant additivesMachinery and equipment

Indian and foreign builders share packages

26underground stations built

Civil works were split into packages won by joint ventures of Indian and foreign contractors, including Larsen & Toubro, Hindustan Construction Company, J Kumar Infraprojects, China Railway Tunnel Group, Shanghai Tunnel Engineering and Russia's Mosmetrostroy. Each dug its tunnels and built its share of the 26 underground stations, managing subcontractors, labour gangs, spoil trucks and utility diversions.1,2

Constraint Only a few firms qualify for large tunnelling packages, and replacing a failed contractor midway would cost years. Cem CementSt SteelAgg Sand & gravelEPX Epoxy resinsCu CopperBuilding materialsMachinery and equipmentWater and sanitation

Trains, signals and power fitted

€315mAlstom train order, 2018

Systems contractors then fit the line out. Alstom won a €315 million order in 2018 for 31 eight-car trains, 248 cars in all, designed in Bengaluru and built at Sri City near Chennai, after an earlier power and telecoms contract. The trains run on Urbalis 400 communications-based signalling, and other specialists installed ticket gates and in-station telecoms.5,1

Constraint Traction electronics, chips and signalling software still rely largely on imported components, so global shortages can delay a line's systems. Al AluminiumCu CopperSt SteelElectrical equipmentVehicles, ships, rail, aircraftComputers and electronics

Run by Delhi Metro for riders

1.41 lakhaverage weekday riders, October 2025

MMRC hired Delhi Metro Rail Corporation on a 10-year contract to run the trains and maintain the line, while keeping fares, branding and debt service itself. In October 2025, the month the full line opened, riders made 38.63 lakh trips, MMRC said, with 1.41 lakh on an average weekday and a single-day peak of 1.82 lakh.6,7

Constraint Fare income must help service a ₹37,276 crore investment, so feeder buses, walkable access and fares decide whether ridership keeps climbing. Dist Distribution grids, mini-grids and interconnectorsRail Rail tractionTransport and logisticsFinance: banking, insurance, markets

What the chain shows

India can now dig a 33.5 km metro under a crowded city, but most of the finance and much of the signalling and train electronics still come from abroad.
