ConcentrationChina 61% of capacity; top 3 (China, US, Mexico) 78% (2025)Shares of the 9.9 Mt capacity. LB Group alone holds about 15% of world capacity (1.51 Mt). Chemours, Tronox and Kronos are the largest Western producers.USGS MCS 2026 (derived); LB Group 2025
New capacitynet capacity falling outside China; restarts under new ownersTioxide (LB Group) restarted Greatham, UK in Aug 2026 with full 150 kt/yr by early 2027 and plans a second line; Indorama bought Venator Huelva; ICIG took Duisburg. Tronox closed Botlek (90 kt, 2025) and Fuzhou (Jan 2026).The Chemical Engineer (Aug 2026); European Coatings (2026); MarketMinute (2026)

India has 91 kt of pigment capacity (USGS 2025) against demand of roughly 400-500 kt (indicative; India imported 441 kt of pigment in 2024, UN Comtrade), so it imports most of its TiO2, 57% from China in the DGTR investigation period. It has large ilmenite reserves on the Kerala, Tamil Nadu and Odisha coasts but little pigment capacity.

Position by region

RegionPosition
USNet exporter: produced 1.0 Mt, exported 330 kt and imported 230 kt in 2025; tariff 5.5-6% (USGS).
EUDefinitive anti-dumping duties on Chinese TiO2 from early 2025; several plants closed or sold after Venator's insolvency.
IndiaAbout 91 kt capacity, heavy import reliance on China; anti-dumping duty of $460-681/t on China re-imposed for five years in October 2026.
China61% of capacity; exports face duties in the EU, India, Brazil, Saudi Arabia and the UK; high sulphur prices squeezed sulphate plants in 2026.
Japan0.322 Mt capacity (Ishihara Sangyo, Tayca, Sakai).
Middle EastTronox's Saudi plant (0.2 Mt national capacity) benefits from Saudi duties.
