Renewable diesel and SAF: Production
The American giants and Neste's global build-out
The American giants and Neste's global build-out What this tab covers Who makes it and how much: world capacity and output, utilisation, the top producing countries and companies globally and in India, concentration, new capacity coming, and each region's position.| Measure | Figure | Detail | Source |
|---|---|---|---|
| World capacity | US renewable diesel and other biofuels 4.97 billion gallons a year (1 Jan 2026, about 15 Mt); Neste to reach 6.8 Mt a year in 2027 | EIA capacity report via OPIS, 25 Sep 2026 (capacity at 1 Jan 2026); Neste Financial Statements Release 2025 (Feb 2026) | |
| World output | about 16-19 Mt (2025, indicative); US renewable diesel about 2.92 billion gallons (derived from 243 million gallons a month); SAF 1.9 Mt | farmdoc daily, Jun 2026; IATA press release No. 57, 9 Dec 2025 | |
| Capacity utilisation | US renewable diesel about 61% (2025) | Capacity outran feedstock and credit value in 2023-25; IATA says installed SAF capacity is not fully used for lack of policy support. | farmdoc daily, Jun 2026; IATA press release No. 57, 9 Dec 2025 |
| Concentration | top country about half; Neste and Diamond Green Diesel together hold roughly 45-50% of world supply (indicative, basis: Neste 4.1 Mt sales and DGD output of perhaps 3.5-4.5 Mt from 1.6 billion gallons (about 4.7 Mt) of capacity, against about 17.5 Mt) | Concentration is high because HEFA needs scale, hydrogen and global feedstock sourcing. | Neste Financial Statements Release 2025 (Feb 2026); EIA capacity report via OPIS, 25 Sep 2026 (capacity at 1 Jan 2026) (derived, indicative) |
| New capacity | Neste to 6.8 Mt a year by 2027; Moeve Huelva +0.5 Mt; US renewable diesel 4.32 billion gallons projected in 2026 and 4.56 billion in 2027 | e-SAF capacity is about 0.02 Mt against about 0.6 Mt needed for EU and UK 2030 mandates, which would need about 20 commercial plants (IATA, Jun 2026). | Neste Financial Statements Release 2025 (Feb 2026); European Biodiesel Board Statistical Report 2025-2026 (Jun 2026); farmdoc daily, Jun 2026; IATA Jun 2026 |

Largest producers: India
| Company | Country | Volume | Year | Source |
|---|---|---|---|---|
| Indian Oil Corporation (Panipat) first Indian SAF with international certification, Dec 2025 | India | 30 kt a year SAF capacity | 2025 | USDA FAS India Biofuels Annual (Jul 2026) via BioEnergy Times, 14 Aug 2026 |
India has no commercial HVO plant; Indian Oil's 30 kt a year Panipat SAF unit is the only certified producer. India's SAF target of 1% for international flights from 2027, 2% in 2028 and 5% by 2030 (set out by the civil aviation minister on 30 July 2026; the national SAF policy is still a draft) will need more units; UCO and ethanol (ATJ) are the likely feedstocks.
Position by region
| Region | Position |
|---|---|
| US | Largest producer; credit stack of RFS RINs (1.7 RINs per gallon), California LCFS and 45Z (imports excluded) decides margins. |
| EU | HVO demand 3.89 Mt and HEFA 1.23 Mt in 2025; 1.76 Mt HVO imported (EBB). ReFuelEU sets 6% SAF by 2030. |
| India | SAF target of 1% for international flights from 2027, in line with CORSIA (national policy still in draft, Jul 2026); Indian Oil 30 kt a year. |
| China | Exports HVO and SAF made from UCO to Europe and Singapore (indicative). |
| Japan | SAF target of 10% by 2030 for airlines (indicative); refiners building HEFA units. |
| Middle East | Not a producer at scale; potential e-SAF location. |
