Sunflower: Criticality
The clearest case of war risk among oilseeds
What this tab covers How exposed economies are to a supply disruption: the EU, US and India listings, the concentration score, and a quantified exposure for the US, EU, India, China, Japan, Latin America, the Middle East and Australia. Where the EU scored it, a chart of supply risk against economic importance, with import reliance, recycling input and substitutes.Exposure by region
| Region | Exposure | Share of world output | Share of world imports | Share of world exports | Net trade (US$) | Self-sufficiency | On own critical list | Position |
|---|---|---|---|---|---|---|---|---|
| US | Medium | 1.0% | 2.0% | 0.6% | −$250.4 m | 90% | No | Minor producer and user; the US imported 165 kt of seed in 2025/26 (USDA) and is not a major oil buyer. |
| EU | Low | 16.0% | 39.6% | 35.1% | −$1.82 bn | 95% | No | Third-largest producer (8.6 Mt of seed in 2025/26) and also a large oil importer (2.3 Mt, USDA); Netherlands, Hungary and Bulgaria are significant traders. |
| India | Medium | 0.3% | 22.3% | 0.2% | −$3.61 bn | 93% | No | Largest importer of sunflower oil (3.0 Mt in 2025/26, USDA; 22.3% of world import value in 2024) with tiny domestic output. |
| China | Low | 4.5% | 6.2% | 0.1% | −$1.00 bn | 128% | No | Grows 2.2 Mt of mostly confectionery seed, exports 0.7 Mt of seed and imports oil (0.6 Mt) and meal (3.1 Mt) (USDA 2025/26). |
| Japan | Low | 0.0% | 0.0% | 0.0% | +$0 | – | No | Small importer; not among the main buyers in the data. |
| Latin America | Low | 8.2% | 1.9% | 6.0% | +$478.4 m | 115% | no list | Argentina is the third-largest oil exporter (1.9 Mt in 2025/26, USDA). |
| Middle East | High | 0.2% | 5.2% | 0.5% | −$789.2 m | 41% | no list | Turkey, Iran and Iraq import large volumes of oil (1.2 Mt, 0.7 Mt and 0.5 Mt in 2025/26, USDA); Turkey re-exports refined oil. |
| Australia | Medium | 0.1% | 0.7% | 0.0% | −$115.3 m | 73% | No | Very small producer; not significant in trade data. |
Sunflower is not on any critical minerals list, but it is the clearest case of geopolitical risk among oilseeds. Two warring neighbours supply over half the seed and most of the exported oil. The 2022 price spike showed how quickly a Black Sea closure reaches cooking oil prices in India and Europe. Climate risk comes from drought on the steppe. Substitution with palm, soybean and rapeseed oil limits the damage, but food makers must reformulate products, which takes time.
